PLANNING COMMISSION RESOLUTION NO. 3243
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
CARLSBAD, CALIFORNIA, RECOMMENDING APPROVAL OF THE LOCAL,
FACILITIES MANAGEMENT PLAN FOR ZONE 21 ON PROPERTY
GENERALLY LOCATED WEST OF EL CAMINO REAL, NORTH OF ALGA
ROAD, SOUTH OF LAS PALMAS DRIVE, AND EAST OF THE PACIFIC RIM
MASTER PLAN AREA.

8 referred to the Planning Commission, and
WHEREAS, a verified application has been filed with the City of Carlsbad and
9 WHEREAS, the City Council passed Resolution No. 8797 adopting the 1986

Citywide Facilities and Improvements Plan establishing facility zones and performance
standards for public facilities, and

13 I1 WHEREAS, the City Council adopted Ordinance No. 9808 requiring the processing
14

Proposition E approved on November 4, 1986 by the citizens of Carlsbad, and 16
WHEREAS, the City Council adopted Ordinance No. 81 10 and 9829 implementing
of a Local Facilities Management Plan, and
17 WHEREAS, the Planning Commission did, on the 17th day of July, 1991, hold a
l8 11 duly noticed public hearing as prescribed by law to consider said request; and

20 11 WHEREAS, at said public hearing, upon hearing and considering all testimony and
21 ll arguments, if any, of all persons desiring to be heard, said Commission considered all
22
NOW, THEREFORE, BE IT HEREBY RESOLVED by the Planning Commission as 23
factors relating to the Local Facilities Management Plan for Zone 21.
24 follows:
25 A) That the above recitations are true and correct.
26 B) That based on the evidence presented at the public hearing, the Commission 27

recommends APPROVAL of Local Facilities Management Plan - Zone 21, based on
the following findings and subject to the following condition:

1. That the Local Facilities Management Plan for Zone 21 is consistent with the Land

2 Use Element, the Public Facilities Element, and the other Elements contained in

4 2. That the Local Facilities Management Plan for Zone 21 is consistent with Section
21.90 of the Carlsbad Municipal Code (Growth Management), as amended by
Facilities and Improvement Plan.

5 Ordinance No. 8110 and Ordinance No. 9829 and with the adopted 1986 Citywide

3. That the Local Facilities Management Plan for Zone 21 and the conditions
contained therein will promote the public safety and welfare by ensuring that
public facilities will be provided in conformance with the adopted performance
standards.
4. The Local Facilities Management Plan for Zone 21 will control the timing and
locations of growth by tying the pace of development to the provision of public
facilities and improvements.
12 5. The Local Facilities Management Plan for Zone 21 will ensure public facilities and
prior to development occurring. 13 services are available in conformance with the adopted performance standards

PASSED, APPROVED, AND ADOPTED at a regular meeting of the Planning
Commission of the City of Carlsbad, California, held on the 17th day of July, 1991, by
