A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF CARLSBAD, CALIFORNIA RECOMMENDING
APPROVAL OF A NEGATnrE DECLARATION FOR A
GENERAL PLAN AMENDMENT TO THE HOUSING ELEMENT
OF THE CITY OF WSBAD GENERAL PLAN.

WHEREAS, the Planning Commission did on the 26th day of June, the 7th
day of August and the 4th day of September 1991, hold a duly noticed public hearing as
prescribed by law to consider said request, and
WHEREAS, at said public hearing, upon hearing and considering all
testimony and arguments, examining the initial study, analyzing the information
submitted by staff, and considering any written comments received, the Planning
Commission considered all factors relating to the Negative Declaration.
NOW, THEREFORE, BE IT HEREBY RESOLVED by the Planning Commission
as follows:
A) That the foregoing recitations are true and correct.
B) That based on the evidence presented at the public hearing, the Planning
Commission hereby recommends APPROVAL of the Negative Declaration according
to Exhibit "ND", dated April 25, 1991, and "PII", dated April 20, 1991, attached
hereto and made a part hereof, based on the following findings:
Findings: -
1. The initial study shows that there is no substantial evidence that the proposed
amendment may have a significant impact on the environment.
2. The proposed amendment is not associated with any development project and
therefore will not have a significant adverse impact on the environment.

The City of Carlsbad has conducted an environmental review of the above described project
pursuant to the Guidelines for Implementation of the California Environmental Quality Act
review, a Negative Declaration (declaration that the project will not have a significant
impact on the environment) is hereby issued for the subject project. Justification for this
action is on file in the Planning Department.
A copy of the Negative Declaration with supportive documents is on file in the Planning
Department, 2075 Las Palmas Drive, Carlsbad, California 92009. Comments from the
public are invited. Please submit comments in writing to the Planning Department within

ENVIRONMENTAL IMPACTS
STATE CEQA GUIDELINES, Chapter 3, Article 5, section 15063 requires that the City conduct
Environmental Impact Assessment to determine if a project may have a significant effect on the environmt
The Environmental Impact Assessment appears in the following pages in the form of a checklist. This check
8 identifies any physical, biological and human factors that might be impacted by the proposed project I
provides the City with information to use as the basis for deciding whether to prepare an Environmel
Impact Report or Negative Declaration.
* A Negative Declaration may be prepared if the City perceives no substantial evidence that the projec
any of its aspects may cause a significant effect on the environment. On the checklist, "NO" will be chec
to indicate this determination.
* An EIR must be prepared if the City determines that there is substantial evidence that any aspect of
project may cause a si+cant effect on the environment. The project may qualify for a Nega
Declaration however, if adverse impacts are mitigated so that environmental effects can be dee:
insinnificant. These findings are shown in the checklist under the headings "YES-sig" and 'YES-ir
respectively.

DISCUSSION OF ENVIRONMENTAL EVALUATION
PHYSICAL ENVIRONMENT
14. The proposed amendment is not associated with any specific development and will not
result in any unstable earth conditions or increase the exposure of people or property to
geologicd hazards, change topography, affect or contribute to, the erosion of soils. The
proposed amendment will not result in any changes or modification of rivers, streams,
ocean beds, inlets or lakes.
5-6. The proposed amendment will not have any adverse impacts on ambient air quality or
will result in any change in air movement, odor, moisture, or temperature.
7-10. The proposed amendment is not associated with any specific development project,
therefore the proposed amendment will not substantially alter the course or flow of
marine fresh or flood waters or effect ground water or public water supply. The proposed
amendment will not cause a depletion of any natural resource or will use substantial
amounts of fuel or energy.
11. The proposed amendment will not alter a specific paleontological or historical site,
structure or object.
BIOLOGICAL ESVIRONMENT
12-14. The proposed project is not associated with any specific development project. The
proposed amendment will not affect the diversity of species, habitat or numbers of species
of plants including trees, shrubs, grass, microflora and aquatic plants, will not introduce
new species of plants into the area, or act as a barrier to the normal replenishment of
existing species and will not reduce the amount of acreage of any agriculture crop of affect prime, unique or other farmland of state or local importance.

animals, all water dwelling organisms and insects) or introduce new species of animals

€"ANENVIRONMENT
17. The Housing Element is interrelated to the Land Use Element of the City's General Plan.
The Housing Element will not directly alter the present or planned land use of a specific
area. The Housing Element is compliant with the present Land Use Element in terms of
overall density and land-use. Product type (types of housing and shelter) are articulated
within the Element and may be addressed at the time of development.

18-22. The Housing Element is not associated with any specific development. It will not
substantially affect utilities, schools, police, fire, emergency or other public services. The
proposed amendment will not alter or result in the need for sewer, solid waste, hazardous
waste or other systems. The proposed amendment will not increase noise levels, light or
glare or deal with hazardous substances.
23-24. The proposed amendment, The Housing Element, a required part of the City's General
Plan identifies the need for shelter and addresses the demand for housing in all economic income ranges, of the current and future population of the City. It will not substantially
alter the density of the City.
25-32. The proposed amendment will not substantially affect parking, generate substantial traffic,
or alter existing transportation systems. The proposed project is not affiliated with any
specific development project and will not interfere with safety issues such as emergency
evacuation response plans or increase traffic hazard to motorists, pedestrians and
bicyclists .
The Housing Element is a mandatory element of the City of Carlsbad's General Plan. The Housil
Element is undergoing revision as require under Government Code 10.6 Section 965588(b)3. T1
intent of the General Plan Amendment is to provide housing policies within the residential land u
areas of the City of Carlsbad of the City of Carlsbad General Plan. This amendment is not affiliatl
with any specific development project and will not directly or indirectly cause any adverse physic;
biological or human environmental impacts. Its intent is to provide a housing strategy which brin
the City's General Plan into compliance with State General Plan mandates and is consistent with t:
San Diego Association of Governments (SANDAG) Regional Housing Needs Statement.

ANALYSIS OF VIABLE ALTERNATWS TO THE PROPOSED PROJECT SUCH AS:
a) Phased development of the project,
b) alternate site designs,
c) alternate scale of development,
d) alternate uses for the site,
e) development at some future time rather than now,
f) alternate sites for the proposed, and g) no project alternative.
The proposed amendment to the City's General Plan, a revision of the Housing Element,
is not affiliated with any specific project. Therefore alternatives such as site design,
phased development, scale of development and alternative uses for a site are not
applicable. The Housing Element identifies the need for housing for all segments of the
current and future population of the City over a five year time frame (1991-1996). It
identifies need, and establishes goals, policies and objectives to meet those needs. It is
a mandated element and under California State Planning LAW. The no project alternative
is not applicable.
The revision to the Housing Element of the Carlsbad General Plan is not associated with
any specific development project or physical change. Therefore there are no alternatives
for phased development, alternative site designs or scale of development. The Housing
Element is State of California mandated requirement for all General Plans.
Element is not site specific and therefore there are no alternative site uses. The Housing

DETERMINATION (To Be Completed By The Planning Department)
On the basis of this initial evaluation:
