PLANNING COMMISSION RESOLUTION NO. 3255
A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF CARLSBAD, CALIFORNIA, RECOMMENDING
APPROVAL OF AN AMENDMENT TO THE HOUSING
ELEMENT OF THE GENERAL PLAN.
CASE NAME: HOUSING ELEMENT
CASE NO: GPA 90-8
WHEREAS, the availability of housing is of statewide, regional and local
importance, and the early attainment of decent housing and a suitable living environment
for every California family is a priority of the highest order; and
WHEREAS, the attainment of housing goals requires the cooperative
participation of governments and the private sector in an effort to expand housing
opportunities and accommodate the housing needs of Californians of all economic levels;
and
WHEREAS, a housing element is one of the seven elements required by
California Government Code Section 65302 to be included in all local general plans,
which element shall consist of an identification and analysis of existing and projected
housing needs and a statement of goals, policies and quantified objectives, and scheduled
programs for the preservation, improvement, and development of housing; and
WHEREAS, Government Code Section 65588 requires eachlocal jurisdictiol
to review and revise its housing element not less than every five years, with eacl
jurisdiction in San Diego County scheduled to complete its review and revision by Jut
1, 1991; and
WHEREAS, Government Code Article 10.6, establishes specific contents fo
Housing Elements; and

WHEREAS, the City of Carlsbad has, with diligence and good faith,
conducted a comprehensive analysis of housing needs and from this analysis prepared a
comprehensive draft for a revised housing element; and
WHEREAS pursuant to State Law, the California Department of Housing and
Community Development (HCD), has conducted a review of the draft element and found
that certain revisions are necessary to bring it to a state where HCD can find the draft
element is in substantial compliance with State housing element law; and
WHEREAS, in response to HCD’s comments and other written comments,
City staff has prepared replacement language to the draft element, which language is
contained in Exhibit By dated September 4,1991, on file in the Planning Department and
incorporated herein by reference; and
WHEREAS, the Planning Commission did, on the 26th day of June, the 7th
day of August, and the 4th day of September 1991, hold duly noticed public hearings as
prescribed by law to consider said amendment; and
WHEREAS, at said public hearings, upon hearing and considering all
testimony and arguments, if any, of all persons desiring to be heard, said Commission
considered all factors relating to the General Plan Amendment.
NOW, THEREFORE) BE IT HEREBY RESOLVED by the Planning Commission
of the City of Carlsbad, as follows:
A) That the above recitations are true and correct.

B) That the Planning Commission recommends finding the revised Housin Element, incorporating the language contained in Exhibit B, is i
compliance with all regulations and requirements of Govemment Cod
Article 10.6, and is not in direct conflict with all other Elements of th
General Plan.
C) That based on the evidence presented at the public hearing, the Commissiol recommends APPROVAL of GPA 90-8.
PASSED, APPROVED, AND ADOPTED at a regular meeting of the Plannin;
