HomeMy WebLinkAbout1991-11-20; Planning Commission; Resolution 3321c II 0 0 1 2 3 4 5 6 7 PLANNING COMMISSION RESOLUTION NO. 3321 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF CARLSBAD, CALIFORNIA, RECOMMENDING APPROVAL, OF AN EXTENSION OF TIME FOR TENTATIVE MAP. CASE NAME: LEWIS AND ELSBREE CASE NO: CT 88-06 WHEREAS, the Planning Commission did, on July 19,1989 adopt Resolution No. 2891 approving the tentative map for a 7 lot subdivision, known as CT 88-06, and 8 WHEREAS, said tentative map will have expired as of July 19, 1991, and 9 WHEREAS, the applicant for the tentative map, Lewis and Elsbree has lo requested an extension of time to process toward a final map, and 11 12 13 WHEREAS, the applicant has diligently pursued obtaining a final map, and WHEREAS, the project can be found to be in conformance with the General 14 II Plan, Title 21 , other City ordinances and current City policies with imposition of additional 15 18 conditions which are needed to bring the tentative tract map into conformance with the 17 WHEREAS, the applicant has consented to the imposition of the additional 16 conditions; and General Plan, title 21, other City ordinances and current City policies. 19 ~ 20 NOW, THEREFORE, BE IT KESOLVED, by the Planning commission of the 21 I1 City of Carlsbad, California, as follows: 22 23 Carlsbad Tract 88-06 be approved for a period of one year from July 19, 1991 24 2. That the request for an extension of time for the tentative tract map for 25 until July 19, 1992, subject to all the original conditions of approval and the following 26 additional conditions: 27 1. Prior to issuing a grading permit or building permit whichever comes first, landscape plans shall be prepared to conform with the Landscape Guidelines Manual and Submitted per the landscape plancheck procedures on file in the Planning Department. Landscape plans shall be designed to minimize water use. Lawn and Zone 1 plants (see Landscape Guidelines Manual) shall be limited to areas of special visual importance or high use. Mulches shall be used and irrigation equipment and design shall promote water conservation. 2. A solid landscape screen shall be installed above the retaining wall along the western property line. This landscape screen shall be maintained in perpetuity by the Seaside Villas Homeowners association. 3. The applicant shall pay park-in-lieu fees according to the fee schedule in effect at the time of this approval to the City prior to the approval of the parcel map as required by Chapter 20.44 of the Carlsbad Municipal Code. 9 10 11 12 by the following vote, to wit: 13 AYES: Chairman Holmes, Commissioners: Schramm, Savary & Noble. 14 NOES: None. 15 PASSED, APPROVED, AND ADOPTED at a regular meeting of the Planning Commission of the City of Carlsbad, California, held on the 20th day of November, 1991, ABSENT: Commissioners: Erwin & Hall. 16 17 18 19 2o I ABSTAIN: Commissioner Schleh . -. ..+.
