HomeMy WebLinkAbout1992-03-18; Planning Commission; Resolution 33450 0 1 2 3 4 5 6 7 €3 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 PLANNING COMMISSION RESOLUTION NO. 3345 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF CARLSBAD, CALIFORNIA, RECOMMENDING APPROVAL OF AN AMENDMENT TO THE CARLSBAD LOCAL COASTAL PLAN TO BRING THE DESIGNATIONS ON THE LOCAL COASTAL PLAN, GENERAL PLAN, AND ZONING MAP INTO CONFORMANCE ON PROPERTY LOCATED THROUGHOUT THE CITY OF CARLSBAD. CASE NAME: CARLSBAD UNIFIED SCHOOL DISTRICT CASE NO: LCPA 89-3 WHEREAS, California State law requires that the Local Coastal Plan, General Plan, and Zoning designations for properties in the Coastal Zone be in conformance; WHEREAS, a verified application for an amendment to the Local Coastal Plan designations for certain property located, as shown on Exhibit "School Site Designation" map, dated November, 1989, attached and incorporated herein, has been filed with the Planning Commission; and WHEREAS, said verified application constitutes a request for amendment as provided in Title 21 of the Carlsbad Municipal Code; and WHEREAS, the Planning Commission did on the 18th day of March, 1992, hold a duly noticed public hearing as prescribed by law to consider the proposed Local Coastal Plan Amendments shown on Exhibit "School Site Designation" map, and; WHEREAS, at said public hearing, upon hearing and considering all testimony and arguments, if any, of all persons desiring to be heard, said Commission considered all factors relating to the Local Coastal Plan Amendment. B) No comments were received during the State mandated six week review period, starting on November 8,1989, and ending on December 20,1989 C) That based on the evidence presented at the public hearing, the CommissioI recommends APPROVAL of LCPA 89-3 as shown on Exhibit "School Sitc Designation" map, dated November, 1989, attached hereto and made a par hereof based on the following findings: FiIldiTiES: 1. The proposed General Plan Amendment/Local Coastal Plan Amendment reflects tht adopted 1989 School Location Plan for the Carlsbad Unified School District. 2. The provision for school facilities is a necessary, positive use that serves to protec and enhance the human environment, character, and image of the City. 3. The underlying General Plan designation for these future sites is residential. Al schools in the district are at capacity- New schools have to be sited to meet th, future resident's needs. ... ... ... ... ... ... ... ... ... j ...
