I * e e 1 2 3 4 5 6 7 a 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 PLANNING COMMISSION RESOLUTION NO. 3462 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF CARLSBAD, CALJFORNIA, RECOMMENDING APPROVAL, OF AN AMENDMENT (F) TO SPECIFIC PLAN NO. SP 23 ON PROPERTY GENERALLY LOCATED ON BETWEEN PALOMAR AIRPORT ROAD AND CAMINITO DEL PARQUE WEST OF PASEO DEL NORTE. CASE NAME: AMERICAN SELF STORAGE CASE NO: SP 23(F) WHEREAS, a verified application has been filed with the City of Carlsbad a referred to the Planning Commission; and WHEREAS, said verified application constitutes a request as provided by Ti 21 of the Carlsbad Municipal Code; and WHEREAS, said request is to delete a single condition; and WHEREAS, said condition restricts development of an individual parcel witk the Specific Plan; and WHEREAS, deletion of the said condition will not diminish the integrity the Specific Plan; and WHEREAS, an update and general modification to existing conditions 1 been initiated by the City of Carlsbad; and WHEREAS, an update of the Specific Plan conditions will strengthen 1 enforcement of the Specific Plan; and WHEW, pursuant to the provisions of the Municipal Code, the P1ann.i Commission did, on the 18th day of November, 1992, consider said request on prope described as: Parcel 2 of Parcel Map No. 3415 in the City of Carlsbad, County of San Diego, State of California, filed in the office of the County Recorder of San Diego County, January 21,1975, as File No. 75-014212 of official records. ~ I I I I ,.i, * I! 0 * 1 2 3 4 5 6 7 a 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 WHEREAS, at said public hearing, upon hearing and considering all testimo and arguments, if any, of all persons desiring to be heard, said Commission considered factors relating to SP 23(F). NOW, THEREFOREy BE IT HEREBY RESOLVED by the Planning Commissi of the City of Carlsbad as follows: A) That the foregoing recitations are true and correct. B) That based on the evidence presented at the public hearingy the Comrnissi recommends APPROVAL of SP 23(F), based on the following findings and subjl to the following conditions: FiIldjIlpS: 1. Specific Plan 23 is consistent with the General Plan and the proposed amendmt (F) does not alter General Plan Consistency. 2. All necessary public improvements to implement Specific Plan 23 have be provided or will be required as conditions of approval. 3. The proposed amendment (F) to SP 23 will not alter the provision of open qx or public facilities. 4. The proposed commercial self storage facility will provide a neighborhood bent and is appropriate in area, location, and overall desiga 5. The streets and thoroughfares proposed are suitable and adequate to carry I anticipated traffic thereon. 6. The proposed commercial development can be economically justified at the locati proposed and will provide adequate commercial self storage. 7. The area su~zou~ding the development can be planned in compatibility with I development. 8. No adverse environmental impacts have been identified which relate to 1 amendment. 9. This approval is subject to all of the conditions of Planning Commission Resolutic 2 No. 3461 which supersedes Planning Commission Resolution No. 2368. 3 4 5 6 PASSED, APPROVED, AND ADOPTED at a regular meeting of the Plannil Commission of the City of Carlsbad, California, held on the 18th day of November, 195 by the following vote, to wit: 7 8 9 10 11 12 13 14 AYES: Chairperson Erwin, Commissioners: Schlehuber, Schram Noble, Welshons, Savary & Hall.
