A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF CARLSBAD, CALIFORNIA APPROVING A MITIGATED
NEGATIVE D$CLARATION FORACONDITIONAL USE PERMIT AND A SPECIAL USE PERMIT TO CONSTRUCT A PRACTICE
GOLF FACILITY.

WHEREAS, the Planning Commission did on the 2nd day of December 195
hold a duly noticed public hearing as prescribed by law to consider said request, and
WHEREAS, at said public hearing, upon hearing and considering all testimo
and arguments, examining the initial study, analyzing the information submitted by sta
and considering any written comments received, the Planning Commission considered
factors relating to the Mitigated Negative Declaration.
NOW, THEREFORE, BE IT HEREBY RESOLVED by the Planning Commissil
as follows:
A) That the foregoing recitations are true and correct.
B) That based on the evidence presented at the public hearing, the Planni
Commission hereby APPROVES the Mitigated Negative Declaration according
Exhibit "ND", dated October 15, 1992, and "PII", dated October 2, 1992, attach
hereto and made a part hereof, based on the following findings and subject to t

"IGATED NEGATIVE DECLARATION
PROJECT ADDRESS/LOCATION: Southside of Haymar Drive, approximately 1700 feet east
of El Camino Real.
PROJECT DESCRIPTION: A Golf Practice facility on 10.74 acres consisting of a driving
range, puttinggreen, pro shop and snack bar.
The City of Carlsbad has conducted an environmental review of the above described project
pursuant to the Guidelines for Implementation of the California Environmental Quality Act
and the Environmental Protection Ordinance of the City of Carlsbad. As a result of said
review, a Mitigated Negative Declaration (declaration that the project will not have a
significant impact on the 'environment) is hereby issued for the subject project.
Justification for this action is on file in the Planning Department.
A copy of the Mitigated Negative Declaration with supportive documents is on file in the
Planning Department, 2075 Las Palmas Drive, Carlsbad, California 92009. Comments from
the public are invited. Please submit comments in writing to the Planning Department
within 21 days of date of issuance. If you have any questions, please call Christer

DISCUSSION OF ENVIRONMENTAL, EVALUATlON
0
PHYSICALENVIRONMENT
The project site has a varying degree of natural and disturbed vegetation and land form. However
because of the genedy flat topography the grading proposed will not have a substantial effect or
geologic conditions or physical features. Grading of the property may have an effect on downstrean
siltation. Erosion or siltation of the downstream riparian corridor can be protected by erosion contro
measures required as part of the Grading Plan Permit issuance.
No other physical impacts to the property are anticipated. _,
BI0UX;ICAL F,NVIRONMENT
No State or Federally listed or listing candidate species of plant or animal has been identified on thc
site. However, a good quality riparian corridor bisects the property near the southern edge. Thc
corridor which is a segment of Buena Vista Creek warrants protection through preservation an(
buffering.
A lesser man-made stream bed will be disturbed and should prompt on-site revegetation as mitigation
HuMANENvlRoNMENT
Impacts to the human environment will be limited to an increase in light and public views. Bunke
lights are proposed for the driving range which will increase substantially the levels of light which ar
currently present at the site, but, directing the lights toward the south and away from Haymar Driv
will eliminate the potential for glare. The residential development at the top of the hills to the sout
will be minimally impacted by the bunker lighting. Other lighting is limited to parking lot and buildin
lighting which is not anticipated to have substantial effects.
Public views will be altered by replacing the natural vegetation with manicured ornamental vegetatiox
Also, a netting fence designed to catch golf balls will be installed at heights up to 50 feet. The vim
impacts of the fencing is expected to be less than significant because the netting is dark and will blen
somewhat with the background of the hills.
A benefit to the Human Environment will be the addition of recreational opportunities and occupatio
of a vacant site which may deter and diminish littering and illegal occupation of the smmdin
properties.
