HomeMy WebLinkAbout1993-01-06; Planning Commission; Resolution 3478*.= ' .* h 11 0 0 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 PLANNING COMMISSION RESOLUTION NO. 3478 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF CARLSBAD, CALIFORNIA, RECOMMENDING APPROVAL OF AN AMENDMENT TO THE LAND USE ELEMENT OF THE GENERAL PLAN FROM NRR TO OS, O/PI, C/O/PI, TS/C, AND C ON PROPERTY GENERALLY LOCATED NORTH OF PALOMAR AIRPORT ROAD, SOUTH OF FUTURE CANNON ROAD, EAST OF PASEO DEL NORTE AND WEST OF LOCAL, FACILITIES MANAGEMENT ZONES CASE NAME: CARLSBAD RANCH SPECIFIC PLAN 5 & 8. CASE NO: GPA 90-11 WHEREAS, a verified application for an amendment to the General PI designation for certain property located, as shown on Exhibit GPA 90-1 1 , dated JanUi 6,1993, attached and incorporated herein, has been filed with the Planning Commissic and WHEREAS, said verified application constitutes a request for amendmc as provided in Title 21 of the Carlsbad Municipal Code; and WHEREAS, the Planning Commission did, on the 6th day of January, 19: hold a duly noticed public hearing as prescribed by law to consider said request; WHEREAS, at said public hearing, upon hearing and considering testimony and arguments, if any, of all persons desiring to be heard, said Commissj considered all factors relating to the General Plan Amendment. NOW, THEREFORE, BE IT HEREBY RESOLVED by the Planning Commissi of the City of Carlsbad, as follows: A> That the above recitations are true and correct. B) That based on the evidence presented at the public hearing, the Commissi recommends APPROVAL of GPA 90-1 1 , based on the following findings 2 subject to the following conditions. Goal "A" of the General Plan Land'Use Element encourages the preservation a enhancement of the en&-t, character and image of the city as a desira' residential, beach and open space-oriented community. The proposed project 1 while leaving the remain@ portion of the site under agridd and open spi uses thereby satisfying this gend plan goal. concentrated most of the development on the western ridge of the project sj 2. General Plan Land Use Element Goal ''(2' is to promote the economic viability the agricultural and horticultural industries. The proposed project developm on the western ridge would provide supplemental income to sustain agricultu operations on the majority of the remainhg site. The economic viability agriculture and horticulture is also enhanced by the retention of the area m valuable for growing bulb crops with its protection integrated in the relations1 with the rest of the project. 3. Development of an industrial base of li&t, pollution-fiee industries of SI magnitude as will provide a reasonable tax base and opportunities for employmc of local citizens is Goal "D" of the General Plan Land Use Element. The Spec Plan's incorporation of research and development uses contributes to the lii industrial component serving to increase the City's tax base! and add ; opportunities for local residents. 4. The Carkbad Ranch Specific Plan provides for the preservation of the commu landmark of the "Flower Fields" in compliance with Goal "F' of the General P Land Use Element to protect and conserve natural resources and signifi~ features of the community. 5. The Carlsbad Ranch project provides for adequate fadlites in conformance to. development requirements established in the Zone 13 LFMP, as required by Pol "A" of the General Plan Land Use Element which states that development dm only be permitted after adequate provisions for public facilites have bc provided. 6. As stated in Policy "D" of the Land Use Element, this major commercial and li; industrial center is located so as to be dy accessible to major transportat facilities. Freeway access to the proposed project is available from both thc S/Cannon road and the 1-5/Pdomar Airport Road interchanges. Major arta links for local residents include Palomar Airport Road, El Camino Real, CoU Boulevard, and Cannon Road. 7. Uses which would be permitted by the proposed General Plan designations and Specific Planwill be compatible with existing and allowable future land uses wh are also non-residential. Refer to those documents for all conditions a; mitigation measures applicable to the development of the Carlsbad Ranch Speci Plan project site. 2. Approval of GPA 90-11 is granted subject to the certification of the Program E and approval of LCPA 90-08, SP 207 and ZC 92-02. This resolution is effective 30 days following its adoption. PASSED, APPROVED, AND ADOPTED at a regular meeting of the Planni Commission of the City of Carlsbad, California, held on the 6th day of January, 1993, the following vote, to wit: AYES: Chairperson Noble, Commissioners: Schlehuber, Schram Welshons, Savary & Hall.
