A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF CARLSBAD, CALIFORNIA, RECOMMENDING
APPROVAL, OF AN AMENDMENT TO THE LOCAL FACILITIES
MANAGEMENT PLAN FOR ZONE 13 ON PROPERTY
GENERALLY LOCATED NORTH OF PALOMAR AIRPORT
ROAD, SOUTH OF AGUA HEDEONDA LAGOON, EAST OF
PASEO DEL NORTE AND WEST OF LOCAL FACILITIES
MANAGEMENT ZONES 5 AND 8.
APPLICANT: CARLSBAD RANCH SPECIFIC PLAN
CASE NO: LOCAL FACILITIES MANAGEMENT PLAN - 87-13(AI
8 WHEREAS, a verified application has been filed with the City of Carlsbad
9 and referred to the Planning Commission, and
10 WHEREAS, the City Council passed Resolution No. 8797 adopting the 1986
I' I/ Citywide Facilities and Improvements Plan establishing facility zones and performance ~

13 I! standards for public facilities, and

WHEREAS, the City Council adopted Ordinance No. 8110 and 9829 16
processing of a Local Facilities Management Plan, and
l7 implementing Proposition E approved on November 4,1986 by the citizens of Carlsbad,
WHEREAS, the City Council adopted Ordinance No. 9808 requiring the

2o I WHEREAS, the Planning Commission did, on the 6th day of January, 1993,
21 hold a duly noticed public hearing as prescribed by law to consider said request; and
22 WHEREAS, at said public hearing, upon hearing and considering all

considered all factors relating to an amendment to the Buildout Projections Exhibit of the 24
testimony and arguments, if any, of all persons desiring to be heard, said Commission
25 11 Local Facilities Management Plan for Zone 13.

/I NOW, THEREFORE, BE IT HEREBY RESOLVED by the Planning Commission

2 ll as follows:
3 A) That the above recitations are true and correct.

exhibit for Local Facilities Management Plan - Zone 13, based on the 5
B) That based on the evidence presented at the public hearing, the Commission
recommends APPROVAL of the amendment to the Buildout Projections
following findings and subject to the following condition: 6

8 1. That the amendment to the buildout projections exhibit for the Local Facilities
Management Plan for Zone 24 will not preclude the zone from meeting all

2. That the amendment to the Local Facilities Management Plan for Zone 13 is
consistent with the Land Use Element, the Public Facilities Element, and the other
Elements contained in Carlsbad's General Plan.
3. That the amendment to the Local Facilities Management Plan for Zone 13 is
consistent with Section 21.90 of the Carlsbad Municipal Code (Growth
Management), and with the adopted Citywide Facilities and Improvement Plan.

1. Approval is granted for an amendment to the Buildout Projections Exhibit (Exhibit
12) of the Local Facilities Management Plan - Zone 13 as contained on Exhibit "Z,
dated January 6, 1993 attached hereto, and incorporated herein by reference.

Commission of the City of Carlsbad, California, held on the 6th day of January, 1993, by
the following vote, to wit:
AYES: Chairperson Noble, Commissioners: Schlehuber, Schrm,

NRR - Phase I is that portion of the property which is not subject to the Land Conservation Contract;
it is also identical to the portion of the property which is zoned Limited Control - Qualified Overlay Zone (LC-Q).
NRR - Phase I1 is that portion of the property which is subject to the Land Conservation Contract;
it is also identical to the portion of the property which is zoned Exclusive Agriculture (EA).
* Phase 1 of the property designated NRR has been increased to match what is being proposed within the Carlsbad Ranch Specific Plan. These changes include ink
estimates, acreage and square footage. To keep the total zone build out equal to what was previously shown, the office portion of the property designated NRR Pht
has been decreased by the same amount as was added in NRR Phase 1. Zone totals remain unchanged.
