HomeMy WebLinkAbout1993-04-21; Planning Commission; Resolution 3505.. .. . 0 e l. 2 3 4 5 6 7 8 9 10 11 12 13 PLANNING COMMISSION RESOLUTION NO. 3505 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF CARLSBAD, CALIFORNIA, RECOMMENDING APPROVAL, OF AN AMENDMENT TO THE LAND USE ELEMENT OF THE GENERAL PLAN WHICH DELETES BLL COMMERCIAL LAND USE DESIGNATIONS, INTRODUCES A RESIDENTIAL HIGH DENSITY DESIGNATION, AND ADJUSTS THE BOUNDARIES OF THE OPEN SPACE, RESIDENTIAL LOW MEDIUM DENSITY, RESIDENTIAL MEDIUM DENSITY, AND RESIDENTIAL MEDIUM HIGH DENSITY FOR PROPERTY GENERALLY LOCATED SOUTH OF PALOMAR AIRPORT ROAD, WEST OF THE EASTERN CITY LIMITS, NORTH OF LOCAL FACILITIES MANAGEMENT ZONE 6, AND EAST OF BRESSI RANCH. Goal '1" of the General Plan Land Use Element encourages and promotes th establishment of childcare facilities in safe and convenient locations throughout th community to accommodate the growing demand for childcare in the communi1 caused by demographic, economic, and social forces. Such a site is located in safe, convenient location adjacent to Melrose Drive along with the Communi1 Recreation area. Goal 1.A.l of the Open Space Element delineates coordinating Open Space US^ with other land uses for mutual enhancement and creation of a "human" wba environment, which includes, but is not limited to, development and expansion q recreational land, conservation of natural and manmade amenities, an preservation of options with regard to agricultural land. The Master Pla amendment provides a synergistic experience between the passive open space, tE community park site, the school site, and the day care and community recreatia area. Goal 2A2 of the Open Space Element is to assure that new development provides for the Open Space needs of their occupants. The Master Plan includes passive and active Open Space that exceeds the 15% standard required by the Local Facilities Management Plan and the Planned Community Ordinance. Approximately 36% of the Master Plan is Open Space and that number will increase as discretionary entitlements are issued 8. Goal 3.A.2 of the Open Space Element is to protect and preserve visually attractive and/or significant ~t~d areas. Through the use of the EIR, the Master Plan has been able to identify and preserve these areas in such a manner as to provide both private and public viewsheds and access. 7 9. Goal 3A3 of the Open Space Element suggests preserving Open Space areas in a! 8 natural state as possible. A review of the Open Space plan indicates this is thc intent and conceptual goal of the document. 9 10 10. Goal 4.A.l of the Open Space Element is to encourage larger and connected Opa Space areas rather than numerous and disconnected areas. Goal 4A2 requires the creation of natural and man-made links between 0pe1 Space areas. In general with this plan, such linkages are not required because 0: the connectivity of the Open Space. The proposed Open Space area is equal to or greater than the area depicted on tht Open Space and Conservation Map since the Map shows approximately 139 acre while the General Plan Amendment identifies 250 acres. 18 13- 19 20 21 22 23 14. The proposed Open Space area is of environmental quality equal to or greater tha~ that depicted on the Open Space and Conservation Map as indicated by a revim of the Environmental Impact Report for the Rancho Carrill0 Master Plan, data February 1993 and conformance of the Open Space with the proposed Habita Management Plan. The proposed adjustment to Open Space, as depicted on the Open Space an( Conservation Map, is contiguous or within close proximity to Open Space a shown on the Open Space Map as confirmed by a review of the General Ph Amendment Graphic. 24 25 15. Community Commercial establishments usually serve a market area up to one an( 27 26 the type and amount of commercial uses to those which can be feasibly supporta one half mile radius. There are two existing commercially designated sites within the one and one half mile radius of the Master Plan. The deletion of the Communit~ Commercial site from the Master Plan is in conformance with the guidelines of the land Use Element. 16. The Recreation Commercial designation allows residential uses with densitia compatible with surrounding uses if the recreation area is part of a larger planned community. The major recreation feature of the master planned community is the passive open space through the central riparian drainage. General Plan designations of OS and RLM are a more clear expression of the intended land use of this area. 17. Residential Guideline 1 of the Land Use Element is to retain the presen~ predominance of single family residences throughout the community. Of the plan! 420+ acres of residential land, 268 acres are proposed to be devoted to RLM (low medium density, 04 dwelling units per acre] single family development. 18. The Housing Element has as Goal 2 new housing developed with a diversity ol types, prices, tenures, densities and locations. This General Plan Amendmen1 increases the diversity of densities to meet that god. 19. The Residential Guidelines of the Land Use Element limit multi-family developmen1 to those areas where they are compatible with the adjacent land uses, and when adequate and convenient commercial services and public support systems such a! streets, parking, park, schools, and utilities are adequate to serve them, Tht Master Plan proposes a day care center, a community recreation center, the publit park, and the public school to meet these needs. The Rancho Canill0 Master Plan provides for adequate facilities in conformancc to the development requirements established in the Zone 18 LFMP, as required b; Policy "A" of the General Plan Land Use Element which states that developmen should only be permitted after adequate provisions for public facilities have bee^ provided. Refer to those documents for all conditions and mitigatio measures applicable to the development of the Rancho Carrillo Master Plan projec site. 2. Approval of GPA 91-06 is granted subject to the certification of EIR 91-04 an approval of MP 139(E) and HDP 91-17. PASSED, APPROVED, AND ADOPTED at a regular meeting of the Plannin Commission of the City of Carlsbad, California, held on the 21st day of April, 1993, E the following vote, to wit: AYES: Chairperson Noble, Commissioners: Schlehuber, Schramm, Welshon Erwin & Hall.
