HomeMy WebLinkAbout1993-07-21; Planning Commission; Resolution 3529%* . e 0 1 2 3 4 5 6 7 8 9 10 11 12 13 14 PLANNING COMMISSION RESOLUTION NO. 3529 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF CARLSBAD, CALIFORNIA, APPROVING A PLANNING COMMISSION DETERMINATION AND GENERAL PLAN CONSISTENCY ADOPTING A STUDY OF THE ULTIMATE ALIGNMENT OF ADAMS STREET BETWEEN HARRISON STREET AND PARK DRIVE, NORTH OF THE AGUA HEDIONDA LAGOON, IN THE NORTHWEST QUADRANT OF THE CITY, IN LOCAL, FACILITIES MANAGEMENT PLAN ZONE 1. CASE NAME: ADAMS STREET ALIGNMENT STUDY CASE NO: PCD/GPC 93-03 WHEREAS, a verified application for certain property to wit: Adams Street between Harrison Street and Park Drive, North of Agua Hedionda Lagoon, has been filed with the City of Carlsbad and referred to the Planning Commission; and WHEREAS, said verified application constitutes a request as provided by Tit1 21 of the Carlsbad Municipal Code; and 15 consider said request; and I.t3 WHEREAS, the Planning Commission did on the 21st day of July, 199: I? /I WHEREAS, at said hearing, upon hearing and considering all testimony an 18 19 arguments, if any, of all persons desiring to be heard, said Commission considered a 20 ii factors relating to the Planning Commission Determination; and 21 II NOW, THEREFORE, BE IT HEREBY RESOLVED by the Planning Commissio: 22 23 as follows: A) That the foregoing recitations are true and correct. 24 25 26 B) That based on the evidence presented at the public hearing, the Commissio APPROVES PCD/GPC 93-03, based on the following findings and subject t the following conditions: 27 II *.' 28 u, . -. e e I 1 2 3 4 5 6 7 a 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 FindinES: 1. The project is consistent with the General Plan and the Agua Hedionda Land U! Plan for the following reasons: a. Widening of the roadway would help provide a balance among travel mod1 by safely accommodating bicyclists and pedestrians. b. Adams Street is classified as a scenic roadway and bike lanes would 1 provided that meet required safety design standards. c. The operational efficiencies of the roadway would be improved by wid& of the entire roadway segment and realignment of the T-intersection Highland Drive and Adam Street. d. The utilization of special ''hillside" standards (34 foot curb-tomb widtl would reduce the amount of required grading, thus, mhhizing adven impacts to the environment and adjacent properties. e. Adequate sidewalks would be provided on one side of the roadway 1 enhance pedestrian safety and encourage pedestrian use of the scen corridor. f. The secondary bikeway required by Policy 7.1 of the Agua Hedionda Lan Use Plan would be provided along the scenic corridor with bike lanes a both sides of the roadway. g. Grading into 25% slopes containing native habitat is allowed for roadwal and utilities. To minimize impacts the special "hihide" street standarc would reduce the amount of grading encroachment into the natural stec slopes while still accomplishing the plan's goal of providing a bikeway an pedestrian access along the Adams Street scenic corridor. h. The proposed alignment would not preclude or adversely impact th provision of a scenic viewpoint along Hedionda Point as required by Polic 8.2 of the land use plan. Policy 5.9(c) requires that dedication of easemen1 and provisions for funding of improvements including the designate viewpoint shall be a requirement for new development along the roadwas 2. This project will not cause any sigdicant environmental impacts and a Conditiom Negative Declaration has been issued by the Planning Director on May 13,1993 an APPROVED by the Planning Commission on July 21, 1993. This project, if approved, is subject to all conditions contained in Plannj Commission Resolution No. 3528. 2. Approval of PCD/GPC 93-03 is granted subject to the approval of the Conditio1 Negative Declaration. PASSED, APPROVED, AND ADOPTED at a regular meeting of the Planni Commission of the City of Carlsbad, California, held on the 21st day of July, 1993, by t following vote, to wit: AYES: Chairperson Noble; Commissioners: Schlehuber, Be Welshons, Savary, Erwin & Hall.
