PLANNING COMMISSION RESOLUTION NO. 3579
A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF CARLSBAD, CALIFORNIA, UPHOLDING THE
PLANNING DIRECTOR’S DECISION TO DENY A SIGN
PROGRAM AMENDMENT ON PROPERTY GENERALLY
LOCATED ON THE NORTH EAST CORNER OF ALGA ROAD
AND EL CAMINO REAL.
CASE NAME: WEST BLUFF PLAZA SIGN PROGRAM
CASE NO: PS 93-21
WHEREAS, a verified application for certain property to wit:
All that portion of the west half of the northeast quarter of
Section 26, Township 12 south, Range 4 west, San
Bernardino Meridian, in the County of San Diego, State of
California,
AMENDMENT
has been filed with the City of Carlsbad and referred to the Planning Commission; and
WHEREAS, said verified application constitutes a request as provided bl ’ Title 21 of the Carlsbad Municipal Code; and

WHEREAS, the Planning Commission did on the 1st day of December, 1993

arguments, if any, of all persons desiring to be heard, said Commission considered a1

Findins:
1. The proposed amendment would overburden and clutter the center with too much
signage, creating signs which are difficult to read by motorists and undesirable in
appearance.
2. The proposed amendment is inconsistent with the design quality of otha
freestanding monument signs in Carlsbad shopping centers.
3. Pursuant to Section VI. of the El Camino Real Corridor Development Standards
the proposed amendment is not exempt from the El Camino Real Standards, as ar
"intensification of development" would occur as well as "a change in signing".
4. The required four findings needed to deviate from the seven foot height restrictior
on monument signs cannot be made. The required findings as described in Sectior
V. of the El Camino Real Corridor Development Standards and explanations fo
each hding are as follows:
a) compliance with a particular standard is infeasible for a particular projecl
This finding CANNOT be made as removing the existing sign and replacin;
it with a seven foot high sign is feasible. No physical barriers or obstacle
would prevent installation of a seven foot high monument sign or remova
of the 20 foot high monument sign.

b) that the scenic qualities of the corridor will continue to be maintained if th
standard is not fulfilled. This finding CAN be made as the standards wi
still be enforced for each project subject to the El Camino Real Corrido
Development Standards.
c) that the proiect will not have an adverse impact on traffic safety. Thi
would not obstruct safe vision of traffic for motorists exiting the projec
site.
i finding CAN be made as the existing sign and the proposed amendmen
d) that the project is desimed so as to meet the intent of the scen
preservation overlay zone. This finding CANNOT be made as the views ar
scenic qualities along El Camino Real would depreciate with the increa!
in signs.

PASSED, APPROVED, AND ADOPTED at a regular meeting of the Planning
Commission of the City of Carlsbad, California, held on the 1st day of December, 1993
by the following vote, to wit:
AYES: Chairperson Noble, Commissioners: Schlehuber, Betz
Welshons, Savary & Erwin.
NOES: Commissioner Hall.
ABSENT: None.
ABSTAIN: None.
