PLANNING COMMISSION RESOLUTION NO. 3620
A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITYOF CARLSBAD, CALIFORNIA, DETERMINING GENERAL
PLAN CONSISTENCY FOR THE AVENIDA ENCINAS
EXTENSION ON PROPERTY GENERALLY LOCATED
BETWEEN THE ENCINAS WATER TREATMENT PLANT AND
THE NORTH COUNTY TRANSIT DISTRICT PROPERTY.
CASE NAME: AVENIDA ENCINAS EXTENSION
CASE NO: PCD/GPC 94-01
WHEREAS, a verified application for certain property to wit:
The western portion of the Avenida Encinas public right-of-
way located between the Encina Waste Water Treatment
Plant and the North County Transit District Rail Station
property,
has been filed with the City of Carlsbad and referred to the Planning Commission; an(
WHEREAS, said verified application constitutes a request as provided 1:
Title 21 of the Carlsbad Municipal Code; and
WHEREAS, State Law requires the City to adopt a General Plan to guid
development and outline goals for a balanced community, including the provision (
public facilities such as streets; and
WHEREAS, programs developed for the provision of these public facilitit
must be reviewed for consistency with the goals and policies of the General Plan; and
WHEREAS, in order to implement the General Plan, the City must provic
for the dedication of right-of-way and necessary street improvements for Avenida Encina,
and
WHEREAS, the Planning Commission did on the 2nd day of February, 1991
consider said request; and

WHEREAS, at said hearing, upon hearing and considering all testimony and
arguments, if any, of all persons desiring to be heard, said Commission considered all

NOW, THEREFORE7 BE IT HEREBY RESOLVED by the Planning Commission

A) That the foregoing recitations are true and correct.
B) That based on the evidence presented at the hearing, the Commissior
APPROVES PCD/GPC 94-01, based on the following findings:

10 1. The project is consistent with the goals and policies of the City's General Plan.
11 The policies of the related elements of the General Plan include, and permit
12 I/ adequate circulation and transportation facilities.
13 2. The project is consistent with the Circulation, Land Use and Public Facilities
Elements of the General Plan. The goals of the Circulation and Public Facilities
14 and future mobility needs of Carlsbad ..." "to develop the circulation system
Element are "to provide a comprehensive circulation system to serve the present

3. The proposed improvements are now required for compliance with the Zones 3
and 22 Local Facilities Management Plans, specifically providing access to the
North County Transit District (NCTD) site.
