A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF CARLSBAD, CALIFORNIA, RECOMMENDING
APPROVAL OF A ZONE CHANGE FROM R-A-10,000 TO
LIMITED CONTROL (L-C) ON APPROXIMATELY 246 ACRES
GENERALLY LOCATED EAST OF THE FUTURE
INTERSECTION OF THE EXTENSION OF COLLEGE AVENUE
AND CANNON ROAD NORTHEAST OF EL CAMINO REAL.

WHEREAS, a verified application for certain property, to wit:
Portions of lots "D" and "E" of Rancho Agua Hedionda, in the
City of Carlsbad, County of San Diego, State of California,
according to map thereof No. 823, Filed in the office of the
County Recorder of San Diego County, November 16, 1896.
APN: 168-050-03, 06, 07, 25, 26.

has been filed with the City of Carlsbad, and referred to the Planning Commission; anc
WHEREAS, said application constitutes a request as provided by Title 21 1

WHEREAS, the Limited Control designation will not preclude implementatic
of the Open Space Resource and Conservation Management Plan action priorities.
WHEREAS, the Limited Control designation will not preclude the futu
extension of Cannon Road from El Camino Real to Oceanside.
WHEREAS, the property is far removed from paved roads and other pub1
facilities within the City of Cxlsbad and development: of the property is dependent on tk
construction of Cannon Road.

WE-, the individual legal parcels are contiguous, under one ow-nersE
and as a whole create a substantial block of land equal to 246.58 acres.
WHEREAS, all properties adjacent to the south and west are zoned as Limit
Control.
WHEREAS, the property is shown in the City's proposed Habitat Manageme
Plan (HMP) as a high priority for conservation.
WHEREAS, the property has significant habitat and wildlife species value
WHEREAS, the Planning Commission did on the 16th day of February, 199
hold a duly noticed public hearing as prescribed by law to consider said request; and
WHEREAS, at said public hearing, upon hearing and considering all testimo~
and arguments, if any, of all persons desiring to be heard, said Commission considered i
factors relating to the Zone Change; and
NOW, THEREFORE, BE IT HEREBY RESOLVED by the Planning Commissic
as follows:
(A) That the foregoing recitations are true and correct.
(B) That based on the evidence presented at the public hearing, the Commissic
recommends APPROVAL of ZC 93-06, based on the following findings:
Findin=:
1. The proposed Zone Change is consistent with all applicable policies and guidelin
in the Land Use Element of the General Plan as discussed in the staff report for tl
project.
2. The proposed Zone Change is consistent with the General Plan as required by Sta1
Law and the Land Use Element.
3. The proposed Zone Change will create consistency with the properties adjacent I
the west and south.
