HomeMy WebLinkAbout1994-06-01; Planning Commission; Resolution 3660I- 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 ~ 19 20 21 22 23 24 25 26 27 28 I ~ 0 e PLANNING COMMISSION RESOLUTION NO. 3660 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF CARLSBAD, CALIFORNIA, DETERMINING A GENERAL PLAN CONSISTENCY FOR THE 1994 TO BUILDOUT CAPITAL, IMPROVEMENT PROGRAM CASE NAME: CITY OF CARLSBAD CASE NO: PCD/GPC 93-04 WHEREAS, State Law requires the City to adopt a General Plan development and outline goals for a balanced community, including the pro public facilities such as civic projects, drainage projects, park projects, sewer water projects, traffic signal projects, street projects, and bridge projects; and WHEREAS, programs developed for the provision of these public must be reviewed for consistency with the goals and policies of the General P1 WHEREAS, in order to implement the General Plan, the City mus a program to ensure that public facilities are provided prior to or concurrent w and WHEREAS, the Planning Commission did on the 18th day of M: and on the 1st day of June, 1994, consider said request; and ~ I WHEREAS, at said hearing upon hearing and considering all testir arguments, if any, of all persons desiring to be heard, said Commission consil factors relating to the Planning Commission Determination; and NOW, THEREFORE, BE IT RESOLVED by the Planning Commissic City of Carlsbad, as follows: A) That the above recitations are true and correct. €3) That based on evidence presented at the public heal Commission APPROVES PCD/GPC 93-04, based on the f findings and subject to the following condition: I P 0 I/ 0 e \ 1 2 3 4 5 6 7 8 9 10 FilldiIlES: 1. The project is consistent with the goals and policies of the City's Gen which ensures and requires the provision of adequate public facilities an concurrent with or prior to development. 2. The project is consistent with the Circulation, Public Facilities, Land U: Safety and Parks and Recreation Elements of the General Plan. Specifica of the Public Facilities Element requires that "public facilities will be concurrent with need'. The CIP implements this goal. 3. As provided for the General Plan, the proposed improvements are consi: the City's Growth Management Plan, specifically by ensuring that improvements are provided for streets, traffic signals, parks, sewer syste: systems, drainage facilities and bridges in accordance with the per standards of Growth Management.
