PLANNING COMMISSION RESOLUTION NO. 3688
A RESOLUTION OF THE PLANNING COIVIMISSION OF THE
CITY OF CARLSBAD, CALIFORNIA, RECOMMENDING
APPROVAL OF AN AMENDMENT TO THE ZONE 21 LOCAL
FACILITIES MANAGEMENT PLAN TO INCLUDE
MODIFICATIONS TO THE SPECIAL CONDITIONS FOR
CIRCULATION AND SCHOOL FACILITIES WITHIN ZONE 21
WHICH IS GENERALLY LOCATED SOUTH OF CAMINO VIDA
ROBLE, WEST OF EL CAMINO REAL, ANlD NORTH OF ALGA
ROAD.
APPLICANT: CITY OF CARLSBAD
CASE NO: LFMP 21(A)
WHEREAS, a verified application has been filed with the City of Car:
referred to the Planning Commission, and
WHEREAS, the City Council passed Resolution No. 8797 adopting
Citywide Facilities and Improvements Plan establishing facility zones and per
standards for public facilities, and
WHEREAS, the City Council adopted Ordinance No. 9808 reql
processing of a Local Facilities Management Plan, and
WHEREAS, the City Council adopted Ordinance No. 81 10 2
implementing Proposition E approved on November 4, 1986 by the citizens of
and
WHEREAS, the Planning Commission did, on the 20th day of July, 1
a duly noticed public hearing as prescribed by law to consider said request; an(
WHEREAS, at said public hearing, upon hearing and considering all
and arguments, if any, of all persons desiring to be heard, said Commission cons
factors relating to the Zone 21 Local Facilities Management Plan Amendment.
NOW, THEREFORE, BE IT HEREBY RESOLVED by the Planning Comr
follows:
A) That the above recitations are true and c:orrect.

B) That based on the evidence presented at the public hearing, the Cor
recommends APPROVAL of the Zone 21 :Local Facilities Managerr
Amendment - LFMP 87-21(A), based on the findings and subjec
condition contained herein:

1. That the Local Facilities Management Plan for Zlone 21, as amended, is c
with the Land Use Element, the Public Facilities Element, and the other
contained in Carlsbad's General Plan.
2. That the Local Facilities Management Plan for Zone 21, as amended, is c
with Section 21.90 of the Carlsbad Municipal Code (Growth Manager
amended by Ordinance No. 8110 and Ordinance No. 9829 and with. the
1986 Citywide Facilities and Improvement Plan.
3. That the Local Facilities Management Plan for Zone 21, as amended,
conditions contained therein will promote the public safety and welfare by
that public facilities will be provided in conformance with the adopted per
standards.
4. The Local Facilities Management Plan for Zone 21, as amended, will enst
facilities and services are available in conformance with the adopted per
standards prior to development occurring. I
