PROJECT DESCRIPTION: Proposed zone code amendment to create parking standards for biomed research and development. The City of Carlsbad has conducted an environmental review of the above described project pursuant to the Guidelines for Implementation of the California :Environmental Quality Act and the Environmental Protection Ordinance of the City of Carlsbald. As a result of said review, a Negative Declaration (declaration that the project will not have a significant impact on the environment) is hereby issued for the subject project. Justificatio:n for this action is on file in the Planning Department. ENVIRONMENTAL IMPACTS STATE CEQA GUIDELINES, Chapter 3, Article 5, section 15063 requires that the City conduct an Envir Impact Assessment to determine if a project may have a significant effect 'on the environment. The EnvG Impact Assessment appears in the following pages in the form of a checklist. This checklist identifies any biological and human factors that might be impacted by the proposed project and provides the City with in to use as the basis for deciding whether to prepare an Environmental Impact Report or Negative Declarai * A Negative Declaration may be prepared if the City perceives no substantial evidence that the project its aspects may cause a significant effect on the environment. On the checklist, "NO will be checked tc this determination. * An EIR must be prepared if the City determines that there is substantiall evidence that any aspect of tl may cause a significant effect on the environment. The project may qualify for a Negative Declaration if adverse impacts are mitigated so that environmental effects can be deemed insignificant. DISCUSSION OF ENVIRONMENTAL EVALUATION This Zone Code Amendment will change the restrictions in Chapter 21.44 of the Carlsbad Municipal creating parking requirements for biomed research and development. No development will occur concu this amendment; future projects will be individually reviewed to evaluate environmental impacts. Physical Environment 1-4. This amendment is purely administrative and does not approve or condone any eaahwork, 5-8. Since this Zone Code Amendment is not project specific and does not involve development of no impacts to air quality, climatological indices, or water flows or sources will result. 9-10. This administrative amendment will have no affects on any natural resources or energy reservl 1 1-16. As this amendment to the zoning Ordinance does not include or allow any site-specific develo] impacts to historical, archeological, paleontological sites will result, nor will there be any affec or fauna in the City. 17. The proposed Zone Code Amendment has the potential to minimally change land uses in a: reducing the parking requirements for biomed research and development land uses. Biomed res development constitutes only a small percentage of industrial land in the city and the minor rec parking proposed by this Zone Code Amendment is negligible. 18-19. Since no development is proposed with the amendment, there will be no affect on any public including, but not limited to, utilities and sewer systems. 20-22. As no site-specific development will be sanctioned through this amendment, there will be no i~ existing noise levels, light or glare. There will also be no release of hazardous substances or a~ upset. 23-24. This Zone Code Amendment has no affect on residential development and therefore will not 3 population density or housing supply. 25.-30 This Zone Code Amendment does not involve any site-specific development, and, as such, generate any traffic, affect any emergency response plans, nor create any traffic hazards. 31. No development is proposed with this amendment and therefore there will be no effect on sce or public views. 32. No recreation opportunities will be impacted by this amendment, since no development is pro€ 33. See 11-16 above. 34-35. There will be neither short-term nor long-term affects to the environment because of this projec is purely administrative and does not involve any project development. As no development is proposed, and no affect on aesthetics will result, no direct or indirect im human beings are expected. -7- e 0 - ANALYSIS OF VIABLE ALTERNATIVES TO THE PROPOSED PROJECT SUCH AS: a) Phased development of the project, b) alternate site designs, c) alternate scale of development, d) alternate uses for the site, e) development at some future time rather than now, f') alternate sites for the proposed project, qd g) no project alternative. It has been determined through this initial study that this project will not have any significant advers therefore, an alternative analysis is not warranted nor required. -8- e * . DETERMINATION (To Be Completed By The Planning Department) On the basis of this initial evaluation: - X I find the proposed project COULD NOT have a significant effect on the environment, and a NE( DECLARATION will be prepared. - I find that the proposed project COULD NOT have a signiticant effect on the environment, bec environmental effects of the proposed project have already been considered in conjunction with PI certified environmental documents and no additional environmental review is required. Therefore, of Determination has been prepared. - I find that although the proposed project 'could have a significant effect on the environment, there w a significant effect in this case because the mitigation measures described on an attached sheet have been added to the project.
