CASE NAME: CARLSBAD BY THE SEA LUTHERAN CASE NO: PCD/GPC 95-03 WHEREAS, California Lutheran Homes has filed a verified applicat HOME certain property to wit: Being a portion of Cedar Avenue, (now changed to Christiansen Way) in the City of Carlsbad, County of San Diego, State of California, as shown on Map 365, filed in the Office of the County Recorder of San Diego County, February 2,1887, said portion lying between Blocks 6 and 9, and between Blocks 7 and 8 of said Map 365. has been filed with the City of Carlsbad and referred to the Planning Commission; WHEREAS, said verified application constitutes a request for Pk Commission Determination of General Plan Consistency as provided by Section 651 of Planning and Zoning Law; and WHEREAS, the Planning Commission did on the 16th day of August and on the 6th day of September, 1995, consider said request; and WHEREAS, at said hearing, upon hearing and considering all testimor arguments, if any, of all persons desiring to be heard, said Commission considered all f relating to the Planning Commission Determination of General Plan Consistency; a NOW, THEREFORE, BE IT HEREBY RESOLVED by the Pl& Commission as follows: A) That the foregoing recitations are true and correct. ~ .... 1 I fi II @ 0 b 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 B) That based on the evidence presented at the hearing, the Com~ APPROVES PCD/GPC 95-03, based on the following findings: Findings: 1. Consistent with Section 65402(a) of the California Planning and Zoning L; location purpose and extent of the partial street vacation of Christiansen V been submitted to the Planning Commission; and 2. Planning Commission has determined that the partial street vacation includ proposed improvements are consistent with Circulation Element policies for ! traffic control, and alternate modes of transportation since: 1) City street standards were used as guidelines in the review of the Christiansen Way street vacation. The reduced right-of-way width will adequately result in roadway design consisting of 14’ wide travel lanes in both directions, 90 onstreet parking, and 5’ sidewalks; 2) although 14 onstreet parking space! Christiansen Way will be lost, the project will result in a minimum increas public parking spaces in the immediate vicinity and improved pedestrian circl and access to the beach due to the construction by the applicant of a 51 space parking lot including landscaping and sidewalk within the unimproved G Street right-of-way and the redesign of Grand Avenue to add diagonal parkir curb, gutter, and sidewalk improvements on streets surrounding the project PASSED, APPROVED, AND ADOPTED at a regular meeting Planning Commission of the City of Carlsbad, California, held on the 6th day of Septt 1995, by the following vote, to wit: AYES: Chairperson Welshons, Commissioners Compas, Erwin, R and Savary NOES: Commissioner Nielsen ABSENT: Commissioner Noble ABSTAIN: Id WELSHONS, Chairperson CARLSBAD PLANNINGCOMMI!
