A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF CARLSBAD, CALIFORNIA,
RECOMMENDINGAPPROVALOFANAMENDMENTTO
THE LAND USE ELEMENT OF THE GENERAL PLAN
FROM OFFICE/PLANNED INDUSTRIAL (O/PI),
COMMUNITY COMMERCIAL/OFFICE/PLANNED

of Carlsbad, County of San Diego, State of California, according to the
Mag thereof No. 823, filed in the Ofhe of the County Recorder of San
Diego County on November 19, 1896; and Lots 1, 2, 7 and 8 of
Carlsbad Tract No. 92-7 (Carlsbad Ranch Unit 1 and Unit 2) in the
City of Carlsbad, County of San Diego, State of California, according
to the map thereof No. 13078 filed in the Office of the County
Recorder of San Diego County on December 28,1993; and Lots 9-14,
inclusive of Carlsbad Tract No. 92-7 (Carlsbad Ranch Unit 3), in the
City of Carlsbad, County of San Diego, State of California, according
to the map thereof No. 13215, filed in the Office of the County
Recorder of San Diego County on June 30,1995

WHEREAS, said application constitutes a request for a Genera
Amendment dated December 6,1995, attached hereto marked Exhibit "Y" and incoq
by this reference, and Open Space and Conservation Map Boundary Adjustmenl

and Circulation Element Amendment dated December 6, 1995, attached hereto m
Exhibit "Z" as provided in Government Code Sections 65350 et seq. and Section 21.
of the Carlsbad Municipal Code, respectively; and
WHEREAS, the Planning Commission did, on the 6th day of Decembel
hold a duly noticed public hearing as prescribed by law to consider said request;
WHEREAS, at said public hearing, upon hearing and considering all tesl
and arguments, if any, of all persons desiring to be heard, said Commission conside:
factors relating to the General Plan Amendment.
NOW, THEREFORE, BE IT HEREBY RESOLVED by the P1;
Commission of the City of Carlsbad, as follows:
A) That the above recitations are true and correct.
B) That based on the evidence presented at the public hearing, the Corn
RECOMMENDS APPROVAL of General Plan Amendment, GPA
based on the following findings and subject to the following condition:
Findings:
1. The Planning Commission finds that the project, as conditioned herein j
amendment to the General Plan Land Use Designations as shown on Exhib:
and "Y" as well as an amendment to the Circulation Plan as depicted on Exhit
is in conformance with the Elements of the City's General Plan, based (

A. Land Use Element
I) Goal A.1 (Land Use Goals) A City which preserves and enhana
environment, character and image of itself as a desirable residential,
and open space oriented community. The project proposes natural
space, a public golf course, and the retention of the existing flower

thereby satisfying this general plan goal.
2) Goal A.3 A (Land Use Goals) A City which provides for land uses
through their arrangement, location and size, support and enhanc
economic viability of the community. The project proposes a variety c
uses which have been carefully planned to maximize the best use of tl
and contribute to the economic viability of the city.,
3) Goal A.l (Growth Management and Public Facilities Goals) A City
ensures the timely provision of adequate public facilities and sen4
preserve the quality of life of residents. The specific plan includes prow
which ensure that all necessary public facilities will be available concl
with demand. The specific plan has been developed to be consistent wil
implement the Zone 13 Local Facilities Management Plan.
4) Goal A.4 (Commercial Gods) A City which promotes recreation:
tourist oriented land uses which serve visitors, employees of the industri
business centers, as well as residents of the city. The retail commercia
are intended to help attract and accommodate local residents in addil
meeting the needs of the specific plan tenants and guests.
5) Goal A.l (Agriculture Goals) A City which prevents the pren
elimination of agricultural land and preserves said lands wherever PO
The specific plan will result in the termination of a Wllliamson Act
Conservation Contract and the conversion of existing agricultural la
urban uses. However, the specific plan also provides for the preservat
approximately 53 acres of agricultural uses for the flower fields. Althoul

generated from proposed urban development within the specific plan.
B. Circulation Element

C. Open Space and Conservation Element
1) Goal A.l (Open Space and Conservation) An open space system of ae!

provided on-site through the proposed golf course use, and flower fields
will provide aesthetic value, maintain community identity and provide
relief. A ten-acre parcel in the northeastern portion of the specific plz

2. That the proposed open space area is equal to or greater than the area depicf
the Official Open Space and Conservation Map. The total acreage designa
General Plan Open Space on the project site will increase from approximatel
acres to approximately 135.49 acres.
3. That the proposed open space area is of environmental quality equal to or g
than that depicted on the Official Open Space and Conservation Map. Thc
subject to the open space boundary adjustment is approximately 245
designated in the Carlsbad Ranch Specific Plan for a golf driving range. Th
acre area contains no sensitive environmental resources and has been utilizc
agricultural production. The additional open space proposed is of environn
quality which is equal to or greater than the area being replaced as it inch
