PLANNING COMMISSION RESOLUTION NO. 3858
A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF CARLSBAD, CALIFORNIA,
RECOMMENDING APPROVAL OF THE LOCAL
FACILITIES MANAGEMENT PLAN FOR ZONE 23 ON
PROPERTY GENERALLY LOCATED SOUTH OF LA
COSTA AVENUE, EAST AND NORTH OF THE CITY OF
ENCINITAS, AND WEST OF EL CAMINO REAL.
APPLICANT: GREEN VALLEY MASTER PLAN
CASE NO: LFMP 87-23
WHEREAS, Carlsbad Partners Limited has filed a verified applicat
the City of Carlsbad and which has been referred to the Planning Commission, a1
WHEREAS, said application constitutes a request for adoption of
Facilities Management Plan for Zone 23 (Dated December, 1995 on file with the E
Department) and incorporated by this reference as provided in Section 21.90.12.
Carlsbad Municipal Code; and
WHEREAS, the Planning Commission did, on the 19th day of Janu
2nd day of February, 1994, and the 13th day of December 1995, hold a duly noticel
hearing as prescribed by law to consider said request; and
WHEREAS, at said public hearings, upon hearing and conside
testimony and arguments, if any, of all persons desiring to be heard, said Colr
considered all factors relating to the Local Facilities Management Plan for Zone 23
87-23.
NOW, THEREFORE, BE IT HEREBY RESOLVED by the I
Commission as follows:
A) That the above recitations are true and correct.
B) That based on the evidence presented at the public hearing, the Con

Findings:
I. That the ha1 Facilities Management Plan for Zone 23 is consistent with tl:
Use Element, the Public Facilities Element, and the other Elements contl
Carlsbad’s General Plan.
2. That the Local Facilities Management Plan for Zone 23 is consistent with (
21.90 of the Carlsbad Municipal Code (Growth Management), [as ameI
Ordinance No. 8110 and Ordinance No. 98291 and with the adopted 1986 (
Facilities and Improvement Plan.
3. That the Local Facilities Management Plan for Zone 23 and the conditions co
therein will promote the public safety and welfare by ensuring that public f
will be provided in conformance with the adopted performance standards.
4. The Local Facilities Management Plan for Zone 23 will control the timj
locations of growth by tying the pace of development to the provision oi
facilities and improvements.
5. The Local Facilities Management Plan for Zone 23 will ensure public facilit
services are available in conformance with the adopted performance standart
to development occurring.
