A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF CARLSBAD, CALIFORNIA,
RECOMMENDINGAPPROVALOFANAMENDMENTTO
A SPECIFIC PLAN TO DESIGNATE VILLA LOMA AND
AFFORDABLE HOUSING PROJECTS THAT ARE
POTENTIALLY AVAILABLE TO SATISFY
INCLUSIONARY HOUSING REQUIREMENTS FOR
RESIDENTIAL PROJECTS WITHIN SPECIFIC PLAN 203
ON PROPERTY GENERALLY LOCATED EAST OF
PASEO DEL NORTE, SOUTH OF PALOMAR AIRPORT
ROAD, AND NORTH OF THE AVIARA MASTER PLAN.

CASE NO SP 203(A)
WHEREAS, the City of Carlsbad. has filed a verified application for
LAUREL TREE AS TWO OFF-SITE COMBINED
property to wit:
Portions of Lots G and H of the Rancho Agua Hedionda Land
Grant Map 823, and portions of Sections 21, 22, and 28,
Township 12S, R4W.
with the City of Carlsbad which has been referred to the Planning Commission; a1
WHEREAS, said verified application constitutes a request for a Specii
Amendment as provided by Government Code Section 65450 at Sec.; and
WHEREAS, the Planning Commission did, on the 3rd day of Janusu
hold a duly noticed public hearing as prescribed by law to consider said request; a
WHEREAS, at said public hearing, upon hearing and considering all ter
and arguments, if any, of all persons desiring to be heard, said Commission considl
factors relating to the Specific Plan Amendment.
NOW, THEREFORE, BE IT HEREBY RESOLVED by the P

B) That based on the evidence presented at the public hearing, the Corn1
RECOMMENDS APPROVAL of the Specific Plan Amendment, SP
according to Exhibit "X", dated January 3, 1996, attached hereto anc
a part hereof, based on the following findings and subject to the fo
conditions:
Findings:
1. The Planning Commission of the City of Carlsbad has reviewed, analyz
considered Negative Declaration SP 203(A), the environmental impacts
identified for this project and any comments thereon prior to recomn
approval of the project. Based on the EIA Part-I1 and comments there
Planning Commission finds that there is no substantial evidence the project w
a significant effect on the environment and thereby recommends approval

3. The Specific Plan Amendment is consistent with the Housing Element of the (
Plan and it complies with the requirements of the Inclusionary Housing Ord

1. The Planning Commission does hereby RECOMMEND APPROVAL of the I

SPECIFIC PLAN 203 MINOR AMENDMENT
The following text shall be added to Page 45 of Section IV.C.3.ii., Affordable Housir
Section of Specific Plan 203:
(e) Subject to review and approval of the staff Combined Project Review
Committee in accordance with City Council Policies No. 57 and 58,
and approval of an affordable housing agreement by the City of
Carlsbad, residential projects in Specific Plan 203 may be allowed
to provide their required inclusionary housing units in the Villa Loma
and Laurel Tree projects subject to the availability of Affordable
Housing Credits. Exhibit 9A shows the location of these projects in
relation to these projects in relation to Specific Plan 203.
