HomeMy WebLinkAbout1996-04-17; Planning Commission; Resolution 3925+ 'I 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 20 * e PLANNING COMMISSION RESOLUTION NO. 3925 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF CARLSBAD, CALIFORNIA, RECOMMENDING APPROVAL OF A STREET NAME CHANGE FROM ALGA ROAD TO AVIARA PARKWAY ON THAT PORTION OF ALGA ROAD LOCATED SOUTH OF PALOMAR AIRPORT ROAD AND WEST OF EL CAMINO REAL IN THE SOUTHWEST QUADRANT. CASE NAME: ALGA ROAD STREET NAME CHANGE CASE NO: SNC 95-01 WHEREAS, Aviara Land Associates has filed a verified application wi. City of Carlsbad which has been referred to the Planning Commission; and WHEREAS, said verified application constitutes a request for a street change as provided by City of Carlsbad Council Policy Statement No. 20; and WHEREAS, pursuant to the provisions of Policy No. 20, the Pla Commission did on the 17th day of April, 1996, hold a duly noticed public heari consider said proposed street name change; and WHEREAS, at said public hearing, upon hearing and considering all testi~ and arguments, if any, of all persons desiring to be heard, said Commission considert factors relating to the street name change. NOW, THEREFORE, BE IT HEREBY RESOLVED by the Plal Commission as follows: A) That the above recitations are true and correct. B) That based on the evidence presented at the public hearing, the Commi RECOMMENDS APPROVAL of Street Name Change, SNC 95-01 base the following findings and subject to the following conditions: Findings: 1. That the name of a combination of a bird and terrain does satisfy the r requirement for Zone 5 according to City Council Policy No. 20, given the road1 location and proximity to Batiquitos Lagoon. That approximately 60 percent of the portion of Alga Road proposed for chaq within the Aviara development. 4. That, although the 70 lots on Aviara Drive may be affected by the street change, they do not take direct access off of the proposed Aviara Parkway and P Drive is a private street with gates. 5. That a precedent has been set in the City for street name changes which d directly comply with City Council Policy No. 20. 6. The suffix 'Parkway' is a creative name that fits well within the City and SI probably be added to the list of street name suffixes allowed through City Cc Policy No. 20. 7. That all costs relative to this street name change will be borne by the applica Conditions: 1. The Planning Commission does hereby recommend approval of the Street 1 Change for the project entitled "Alga Road Street Name Change". (Exhibit 'i file in the Planning Department and incorporated by this reference, dated Apr 1996), subject to the conditions herein set forth.
