PLANNING COMMISSION RESOLUTION NO. 3990
A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF CARLSBAD, CALIFORNIA, RECOMMENDING
APPROVAL OF A STREET NAME CHANGE FROM HALLEY
DRIVE TO CAMINO HILLS DRIVE FOR A FORMER CUL-DE-
SAC STREET LOCATED IN THE NORTHWEST QUADRANT
BETWEEN EL CAMINO REAL AND FARADAY AVENUE.
CASE NAME: HALLEY DRIVE STREET NAME CHANGE
CASE NO.: SNC 96-02
WHEREAS, the City of Carlsbad has filed a verified application which has
referred to the Planning Commission; and
WHEREAS, said verified application constitutes a request for a street
change as shown on Exhibit “A”, dated October 2,1996, on file in the Planning Departmer
as provided by City Council Policy No. 20; and
WHEREAS, the Planning Commission did on the 2nd day of October 1996
a duly noticed public hearing to consider said proposed street name change; and
WHEREAS, at said public hearing, upon hearing and considering all testi
and arguments, if any, of all persons desiring to be heard, said Commission considered all fi
relating to the street name change.
NOW, THEREFORE, BE IT HEREBY RESOLVED by the Pla
Commission as follows:
A) That the above recitations are true and correct.
B) That upon City Council approval of SNC 96-03 the City’s official Street NI
List shall be revised to reflect this street name change through the deletj
Halley Drive.
C) That based on the evidence presented at the public hearing, the Comm
RECOMMENDS APPROVAL of Street Name Change, SNC 96-02 bas
the following findings:

Findings:
1. In accordance with the General Plan Circulation Element requiring the (
maintenance of an official street naming policy which removes conflicts, duplic
and uncertainty, the proposed street name change is necessary to removc
conflict and uncertainty surrounding the connection of two existing streets
regard to which of two approved street names is the official street name fo
entire length of the roadway. By removing this conflict and uncertainty rega.
the correct street name, better and less confusing circulation through the a]
ensured, including timely emergency response.
2. The proposed street name is consistent with City Council Policy No. 20 (t
Naming and Addressing Policy) in that: a) the connection of Halley Drivt
Camino Hills Drive resulted in a relatively straight, continuous roadway that
not change direction; b) Policy 20 requires that only streets changing in dire
by 90 degrees shall have different street names; and c) the proposed street 1
change will designate a single approved street name for the entire length o
roadway.
3. Since both Halley Drive and Camino Hills Drive are both previously approved $
names, the street name change from Halley Drive to Camino Hills Drive is 1
upon the fact that no development has occurred on Halley Drive while Camino
Drive was named after the adjacent Camino Hills Mobilehome Park and sen
provide access to and community identification for this residential community.
