A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF CARLSBAD, CALIFORNIA, APPROVING COASTAL
GENERALLY LOCATED AT THE TERMINUS OF ALTHEA
LANE IN LOCAL FACILITIES MANAGEMENT ZONE 1.
CASE NAME: KOOP RESIDENCE
CASE NO.: CDP 97-13
WHEREAS, Scott and Laura Koop, “Developer”, filed a verified applicatio~
the City of Carlsbad regarding property owned by Scott and Laura Koop, “Owner”, described
DEVELOPMENT PERMIT NO. CDP 97-13 ON PROPERTY
Parcel 3 of Parcel Map No. 12016 as recorded in San Diego
County on March 25,1997.
(“the Property”); and
WHEREAS, said verified application constitutes a request for a C
Development Permit as shown on Exhibit(s) “A” - “E” dated June 18, 1997, on file in the Pla
Department, CDP 97-13 as provided by Chapter 21.201.040 of the Carlsbad Municipal Code; a
WHEREAS, the Planning Commission did, on the 18th day of June 1997, 1
duly noticed public hearing as prescribed by law to consider said request; and
WHEREAS, at said public hearing, upon hearing and considering all testimor
arguments, if any, of all persons desiring to be heard, said Commission considered all i
relating to CDP 97-13.
NOW, THEREFORE, BE IT HEREBY RESOLVED by the Planning Commiss
the City of Carlsbad as follows:
A) That the foregoing recitations are true and correct.
B) That based on the evidence presented at the public hearing, the Comm
APPROVES Coastal Development Permit CDP 97-13, based on the foll
findings and subject to the following conditions:
Findings:
1. That the proposed development is in conformance with the Certified Local Coastal Pr
and all applicable policies in that the site is designated for RLM (Residential
Medium) density residential development. The proposed single family residence
all applicable standards and implements the LCP Land Use Plan designation of R1

2. The proposed development is located in the Coastal Resource Protection Overlay
however, due to its location and the absence of slopes steeper than 25% inch
and/or native vegetation, additional submittals, standards or requirements dl
apply.
3. The Planning Director has determined that the proposed project is exempt
environmental review subject to CEQA Categorical Exemptions 15304 (grading
15303 (single family construction).
Conditions:
1. The Planning Commission does hereby APPROVE the Coastal Development Permit f
project entitled Koop Residence (Exhibit(s) “A” - “E” dated June 18, 1997 on file
