A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF CARLSBAD, CALIFORNIA, RECOMMENDING
APPROVAL OF AN ADDENDUM TO MASTER
CHANGE THE RESIDENTIAL LAND USE DESIGNATIONS
ON SPECIFIC VILLAGES WITHIN THE RANCHO CARRILLO
MASTER PLAN AND INCREASE THE OPEN SPACE AREA
WHILE MAINTAINING THE SAME NUMBER OF
DWELLING UNITS AS PREVIOUSLY APPROVED
LOCATED AT SOUTH OF PALOMAR AIRPORT ROAD AT
THE EASTERN TERMINUS OF THE CITY IN LOCAL
FACILITIES MANAGEMENT ZONE 18

WHEREAS, Continental Ranch, Inc., “Developer”, has filed a ve
application with the City of Carlsbad regarding property owned by Continental Ranch,
“Owner”, described as
ENVIRONMENTAL IMPACT REPORT EIR 93-01 TO
A portion of the southerly one half of Section 18 and a portion
of Section 19, Township 12 South, Range 3 West, San
Bernardino Meridian and a portion of fractional Section 13
and a portion of fractional Section 24, Township 12 South,
Range 4 West, San Bernardino Meridian, City of Carlsbad,
County of San Diego, State of California.
(“the Property”); and
WHEREAS, the City of Carlsbad certified EIR 93-01 on September 6,1994
WHEREAS, the addendum to EIR 93-01 as described in the attached el.
“EIR 93-01 addendum #4” indicates that the EIR 93-01 project description is amended an
the requested land use change will not alter impacts as described and mitigated by EIR 9
caused by development of the subject site; and
WHEREAS, the Planning Commission did on the 3rd day of September 1

and arguments, examining the initial study, analyzing the information submitted by staf
considering any written comments received, the Planning Commission considered all f
relating to the Negative Declaration.
NOW, THEREFORE, BE IT HEREBY RESOLVED by the Pla
Commission as follows:
A) That the foregoing recitations are true and correct.
B) That based on the evidence presented at the public hearing, the P1a1
Commission hereby RECOMMENDS APPROVAL of the Addendum t
Master EIR according to Exhibit "EIR 93-01 ADDENDUM #4"

ADDENDUM TO MEIR
PROJECT DESCRIPTION
A request has been made to change the General Plan Land Use designations on Villages A and B
from RM to RH, Villages E and F from RMH to RM, Village H from RM to EM, Village P
from RLM to RM, and increase the Open Space General Plan Land Use designated area by two
acres within the Rancho Carrillo Master Plan, resulting in the same number of dwelling units as
analyzed by the existing General Plan MEIR and the project specific EIR.
CHANGE IN IMPACTS
There will be no significant change in impacts. The proposed land uses will have the same or
similar development standards as other land uses within the Master Plan. The development
potential of the site will not be increased nor will it be decreased by virtue of the land use
change.
The redistribution of the General Plan Land Use designations is being made due to the
consolidation of the ownership of the Master Plan which allows for an economy of scale to be
applied to such requirements as the affordable housing component. As the same number of units
will be constructed within the Master Plan with this General Plan Amendment and no new areas
of development not previously considered will be impacted, the effect is solely a change to the
EIR 93-01 project description which analyzed this level of impact.
