A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF CARLSBAD, CALIFORNIA, APPROVING A
SPECIAL USE PERMIT AT THE RANCHO CARLSBAD
MOBILEHOME PARK ON PROPERTY LOCATED AT EL
CAMINO REAL AND RANCHO CARLSBAD DRIVE IN
LOCAL FACILITIES MANAGEMENT ZONE 15

WHEREAS, Carlsbad Resident Association, Inc., “Developer”, ha:
verified application with the City of Carlsbad regarding property owned by Carlsbad 1
Association, Inc., Carlsberg Rancho, LTD, Brookdale Terrace Building Compa
Oak Shadows Building Company, “Owner”, described as
A portion of Lot “B” and Lot “E” of Rancho Aqua Hedionda,
in the City of Carlsbad, County of San Diego, State of
California, per map thereof No. 823, filed in the office of the
County Recorder, November 16,1896
WHEREAS, said verified application constitutes a request for a Spel
Permit as shown on Exhibit(s) “A” - “S” dated November 19, 1997, on file in the j
Department (SUP 96-10,) as provided in Chapter 21.110 of the Carlsbad Municipal Code
WHEREAS, the Planning Commission did on the 19th day of Novemb
hold a duly noticed public hearing as prescribed by law to consider said request; and
WHEREAS, at said public hearing, upon hearing and considering all tc
and arguments, if any, of all persons desiring to be heard, said Commission considered a1
relating to the Special Use Permit;
NOW, THEREFORE, BE IT HEREBY RESOLVED by the 1

Commission of the City of Carlsbad as follows:
A) That the foregoing recitations are true and correct.

B) That based on the evidence presented at the public hearing, the Con
APPROVES Special Use Permit 96-10 based on the following findj
subject to the following conditions:
Findings:
1. All findings of Planning Commission Resolutions No. 4202, 4032 ar
(approved with RMHP 96-01 and MS 96-08 respectively on December 18, 1
incorporated herein by reference.
Conditions:
1. The Planning Commission does hereby APPROVE the Special Use Permit
project entitled Rancho Carlsbad Mobilehome Park, (Exhibit(s) “A” - ‘‘S
November 19, 1997, on file in the Planning Department and incorporated
reference, subject to the conditions herein set forth.) Staff is authorized and dil
make, or require Developer to make, all corrections and modifications to the Spc
Permit document(s), as necessary, to make them internally consistent and in co
with final action on the project. Development shall occur substantially as shov
approved Exhibits. Any proposed development substantially different from this 2
shall require an amendment to this approval.
2. This Special Use Permit covers any manufactured housing, addition, constrl
walls under 3’, and minor grading of 100 cubic yards per site within the floo
3. All new construction and substantial improvements shall be anchored to
flotation, collapse or lateral movement of the structure resultin1
hydrodynamic and hydrostatic loads, including the effects of buoyancy.
4. All manufactured homes shall meet the anchoring standards of Carlsbad M
Code Section 21.110.190.
5. All new construction and substantial improvements shall be construct
materials and utility equipment resistant to flood damage.
6. All new construction and substantial improvements shall be constructe
methods and practices that minimize flood damage.
7. All new construction and substantial improvements shall be construct1
electrical, heating, ventilation, plumbing and air conditioning equipment ar
service facilities that are designed and/or located so as to prevent watt
