A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF CARLSBAD, CALIFORNIA, RECOMMENDING
APPROVAL OF PLANNED UNIT DEVELOPMENT PUD 97-02
ON PROPERTY GENERALLY LOCATED SOUTH OF
PALOMAR AIRPORT ROAD AND EAST OF MELROSE
DRIVE IN LOCAL FACILITIES MANAGEMENT ZONE 18
CASE NAME: RANCHO CARRILLO VILLAGES C & D
CASE NO.: PUD 97-02
WHEREAS, Continental Ranch, Inc., “De~eloper~~, has filed a
application with the City of Carlsbad regarding property owned by Continental Ran
“Owner”, described as
That portion of Section 13, Township 12 South, Range 4 West,
San Bernardino Meridian, and all that Portion of Section 18
and 19 of Township 12 South, Range 3 West, San Bernardino
Meridian, in the City of Carlsbad, County of San Diego, State
of California,
(“the Property”); and
WHEREAS, said verified application constitutes a request for a Plan
Development as shown on Exhibit(s) “A”-“N” dated February 4, 1998 ,on file in the
Department, RANCHO CARRILLO VILLAGES C & D - PUD 97-02 as provided bq
21.45 of the Carlsbad Municipal Code; and
WHEREAS, the Planning Commission did, on the 4th day of Felbrual
hold a duly noticed public hearing as prescribed by law to consider said request; and
WHEREAS, at said public hearing, upon hearing and considering all t’
and arguments, if any, of persons desiring to be heard, said Commission considered a
relating to the Planned Unit Development.
NOW, THEREFORE, BE IT HEREBY RESOLVED by the
Commission of the City of Carlsbad as follows:

A) That the foregoing recitations are true and correct.
B) That based on the evidence presented at the public hearing, the Cor
RECOMMENDS APPROVAL of RANCHO CAFUULLO VILLAG
D - PUD 97-02 and the Villages C $i ID Design Guidelines, attachel
and made a part hereof, based on the following findings and subjel

Findings:
1. All findings contained in Planning Commission Resolution No. 4241 shall

residing or working in the vicinity, or injurious to property or improvemenl
vicinity, in that a) all necessary mitigation of adverse environmental imp
incorporated into the project's design or are conditions of approval; b) the p
conditioned to construct all necessary public improvements; and c) the p'
consistent with all applicable City design and development standards.

5. That the proposed Planned Development meets all of the minimum dew
standards set forth in Chapter 21.45.090, the design criteria set forth in Section 2
and has been designed in accordance with the concepts contained in the
Guidelines manual, in that 1) the project is consistent with the Planned Deve
standards for building height, private recreational open space, recreationa
parking and guest parking; 2) the design is compatible with surrounding 1:
and circulation patterns through its opportunity for connection with 1
adjacent single family development and provides for adequate usable opt
that is readily accessible to residents; and 3) the Master Plan allows for
architectural review.
4. That the proposed project is designed to be sensitive to and blend in with th
topography of the site, and maintains and enhances significant natural resoura
site, in that the grading design preserves the major ridgelines and is consist

space, considering the necessity of arterial circulation development.
7. That the proposed project’s design and density of the developed portion of tl

Conditions:
1. Staff is authorized and directed to make, or require Developer to make, all cc
and modifiqtions to the Planned Unit Development document(s), as necessary,
them internally consistent and in conformity with final action on the
Development shall occur substantially as shown in the approved Exhibits. Any
development different from this approval, shall require an amendment to this app
2. Approval of PUD 97-02 is granted subject to the approval of CT 97-02. PUD
subject to all conditions contained in Resolution No. 4241 for CT 97-02.

3. Elevations, floor plans, and building layouts shall be submitted in compliance
standards contained within the Rancho Carrillo Master Plan, and shall comply
Village C and D Design Guidelines.
4. All accessory structures shall comply with the development standards containt
Section 21.10.050(1)@) of the Carlsbad Municipal Code.
5. All dwelling units shall have a permanent foundation.
PASSED, APPROVED AND ADOPTED at a regular meeting of the
Commission of the City of Carlsbad, California, held on the 4th day of February, 199
