A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF CARLSBAD, CALIFORNIA, RECOMMENDING
APPROVAL OF AN AMENDMENT TO THE LAND USE
ELEMENT OF THE GENERAL PLAN FROM RESIDENTIAL
LOW MEDIUM TO OPEN SPACE ON PROPERTY
GENERALLY LOCATED EAST OF ROMERIA STREET AND
GARBOSO STREET IN LOCAL, FACILITIES MANAGEMENT
ZONE 6.

WHEREAS, the City of Carlsbad Planning Department, “DeveloI
filed a verified application regarding property owned by the City of Carlsbad “Owner”, (
as
Map 7457 - La Costa Vale Unit No. 1 - Lot No. 23, in the City of Carlsk
of California, County of San Diego, on file in the Office of the County
of San Diego, dated October 18, 1972, File No. 279993 (“the Property”);
WHEREAS, said verified application constitutes a request for a Gent
Amendment as shown on Exhibit(s) “F” dated March 18,1998, attached hereto and I
the Carlsbad Planning Department for the General Plan, Zoning, & Local Coastal 1
Consistency Project Phase I - GPA 97-01, as provided in Section 21 S2.160 Govemm
Section 65.350 and et. seq. of the Carlsbad Municipal Code; and
WHEREAS, the Planning Commission did, on the 1 st day of April 199
duly noticed public hearing as prescribed by law to consider said request;
WHEREAS, at said public hearing, upon hearing and considering all tl
and arguments, if any, of all persons desiring to be heard, said Commission considered a
relating to the General Plan Amendment.
~ NOW, THEREFORE, BE IT HEREBY RESOLVED by the
Commission of the City of Carlsbad, as follows:

A) That the above recitations are true and correct.
B) That based on the evidence presented at the public hearing, the
Commission RECOMMENDS APPROVAL of GENERAL PLAN, i
& LOCAL COASTAL PROGRAM CONSISTENCY PROJECT P
GPA 97-04, to change the General Plan Land Use Element from Rc
Low Medium to Open Space. Staff is authorized and directed to r
necessary corrections and modifications to the GPA 97-01 docume
necessary, to make them internally consistent and in conformity with fir
on the project, based on the following findings:
Findings:
1. The Planning Commission finds that the project, GPA 97-01, is in conform2
the Elements of the City’s General Plan, based on the fact that the parcel was d
to the City of Carlsbad as park land and remains in open space. The
General Plan land use change from Residential Low Medium to Open Spac
consistent with the existing open space land use, the Open Space General P
use designation is appropriate for an open space land use, and the change wj
consistency between the General Plan and the Zone Map per the require]

2. The General Plan Amendment will not negatively impact surrounding land 1
