A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF CARLSBAD, CALIFORNIA, RECOMMENDING
APPROVAL OF COASTAL DEVELOPMENT PERMIT NO.,
CARE RETIREMENT COMMUNITY ON PROPERTY
GENERALLY LOCATED ON THE WEST SIDE OF EL
CAMINO REAL BETWEEN LA COSTA AVENUE AND
CALLE BARCELONA IN LOCAL FACILITIES
MANAGEMENT ZONE 23.

said property being more particularly described in Exhibit
“A?? of Quitclaim Deed recorded March 28,1989 as File No. 89-
157040 of Official Records of said San Diego County.

NOW, THEREFORE, BE IT HEREBY RESOLVED by the
Commission of the City of Carlsbad as follows:
A) That the foregoing recitations are true and correct.
B) That based on the evidence presented at the public hearing, the COI
RECOMMENDS APPROVAL of LA COSTA GLEN, CDP 98-04
the following findings and subject to the following conditions:
FindinPs:
1. That the proposed development is in conformance with the East B
Lagoon/Hunt segment of the Certified Local Coastal Program and all applicabll
in that the project is consistent with all the requirements of the Green Valle:
Plan which is the adopted implementing ordinance for the portion of tl
Coastal Program covering the Green Valley property. The project meets 01
all City policies and the development standards of the Green Valley
including landscaping, pedestrian access, lot size and coverage, setbacks,
building height, recreational open space, and recreational vehicle storage sp
2. The project will not encroach beyond the development area established for :
Area 3 under the approved Coastal Development Permit for the master 1
tentative map; therefore, it will not impact sensitive coastal resources or
development of the future public pedestriadbicycle trail. The required fe
conversion of non-prime agricultural lands to urban uses was paid prior to
of the grading permit. Erosion control measures such as slope plan;
temporary desiltation measures are incorporated into the project’s 5
grading permit. The desiltation/depollutant basin and the biological revc
and mitigation program will be implemented as part of the mass grading ar
roadway improvements which are currently underway on the site.
3. The project’s proposed buildings comply with the 35 foot height limit an
twinhomes, townhouses, and single-family homes are one-story which will 1
the project’s visual impact when the project is viewed from La Costa Avenl
Camino Real.
Conditions:
1. Staff is authorized and directed to make, or require Developer to make, all cc
and modifications to the document(s) necessary to make them internally consistc
conformity with final action on the project. Development shall occur substa
shown in the approved Exhibits. Any proposed development different :
approval, shall require an amendment to this approval.
2. The applicant shall apply for and be issued building permits for this proje
two (2) years of approval or this Coastal Development Permit will expi
extended per Section 21.201.210 of the Zoning Ordinance.

3. Approval of CDP 98-04 is granted subject to the approval of SDP 98-01 and
01. CDP 98-04 is subject to all conditions contained in Planning COI
Resolutions No. 4447, and 4449 for SDP 98-01 and CUP 98-01 and tht
Development Permit issued by the California Coastal Commission.
PASSED, APPROVED AND ADOPTED at a regular meeting of the
Commission of the City of Carlsbad, California, held on the 6th day of January 195
following vote, to wit:
