PLANNING COMMISSION RESOLUTION NO. 4555
A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF CARLSBAD, CALIFORNIA, DETERMIN-
ING THAT THE PROPOSED FISCAL YEAR 1999-2000
CAPITAL IMPROVEMENTS PROGRAM BUDGET IS
CONSISTENT WITH THE GENERAL PLAN.
CASE NAME: FISCAL YEAR 1999-2000 CAPITAL
IMPROVEMENTS BUDGET PROGRAM
CASE NO: PCD/GPC 99-03
WHEREAS, the City of Carlsbad, “City”, has filed a verified a1
regarding various capital and public works projects, described as the proposed Fis
1999-2000 Capital Improvements Program Budget (‘TIP”); and
WHEREAS, said verified application constitutes a request for a
Commission Determination of General Plan Consistency of the CIP (PCD/GPC !
provided by Sections 65401 and 65402 of the California Government Code; and
WHEREAS, the Planning Commission did on the 5th day of May 1999,
said request; and
WHEREAS, at said hearing, upon hearing and considering all testin
arguments, if any, of all persons desiring to be heard, said Commission considered a
relating to the Planning Commission Determination; and
NOW, THEREFORE, BE IT HEREBY RESOLVED by the
Commission as follows:
i A) That the foregoing recitations are true and correct.
B) That based on the evidence presented at the hearing, the Commissic
DETERMINES that the proposed CIP budget Project is consistent
General Plan and APPROVES PCD/GPC 99-01, based on the
findings and subject to the following conditions:

FindinEs:
1. The project is consistent with the goals, objectives, and implementing polici
City’s General Plan in that the project ensures and requires the pro7
adequate public facilities and services concurrent with or prior to need.
2. The project is consistent with the Land Use, Circulation, Public Safety, ar
and Recreation Elements of the General Plan in that the project implements
of the Land Use Element which requires that public facilities be adequate
the projected population of the City.
3. As provided for in the General Plan, the proposed improvements are consis
the City’s Growth Management Plan in that the project ensures that the r
improvements are provided for streets, traffic signals, sewer facilitie
facilities, drainage facilities, and civic projects in accordance with the perf
standards contained in the City’s Growth Management regulations.
PASSED, APPROVED AND ADOPTED at a regular meeting of the
Commission of the City of Carlsbad, California, held on the 5th day of May 199’
following vote, to wit:
AYES: Chairperson Heineman, Commissioners Compas, L’Heurc
Nielsen, Segall, Trigas, and Welshons
