HomeMy WebLinkAbout2000-05-17; Planning Commission; Resolution 4778F I 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 e e PLANNING COMMISSION RESOLUTION NO. 4778 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF CARLSBAD, CALIFORNIA, RECOMMENDING APPROVAL OF AN AMENDMENT TO THE HOUSING ELEMENT OF THE GENERAL PLAN TO ADOPT THE REVISIONS AND UPDATES FOR THE 1999-2004 HOUSING CYCLE. CASE NAME: HOUSING ELEMENT UPDATE CASE NO: GPA 98-04 WHEREAS, a verified application regarding the periodic update to the Cit] Housing Element of the General Plan has been filed with the City of Carlsbad; and WHEREAS, said verified application constitutes a request for a General PI Amendment as shown on Exhibit "A " dated May 17, 2000, on file in the Carlsbad Planni Department HOUSING ELEMENT UPDATE -- GPA 98-04 as provided in Government Cc Section 65350 et seq. and Section 21.52.160 of the Carlsbad Municipal Code; and WHEREAS, the Planning Commission did, on the 17th day of May 2000, holc duly noticed public hearing as prescribed by law to consider said request; WHEREAS, at said public hearing, upon hearing and considering all testimo and arguments, if any, of all persons desiring to be heard, said Commission considered all factc relating to the General Plan Amendment. NOW, THEREFORE, BE IT HEREBY RESOLVED by the Planni Commission of the City of Carlsbad, as follows: A) That the above recitations are true and correct. B) That based on the evidence presented at the public hearing, the Commiss RECOMMENDS APPROVAL of HOUSING ELEMENT UPDATE -- G: 98-04, based on the following findings: Findings: 1. The proposed amendments to the Housing Element of the General Plan I consistent with the applicable elements of the General Plan, in that the hous production goals and allocations can be accomplished without adjustments to General Plan Land Use designations, without exposing people to excessive levels x e I 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 noise, and with the inclusion of adequate circulation and service systems a facilities. 2. The proposed amendments to the Housing Element of the General Plan I consistent with the City’s Local Coastal Program, in that implementation of Housing Element programs does not restrict coastal access, encroach into sensit resources, create areas of geologic instability, or degrade agricultural areas or ar of scenic resources. 3. The proposed amendments to the Housing Element of the General Plan consistent with the City’s Growth Management Program, in that: 1) the hous production contained in the quantified housing objectives and adequate si analysis does not exceed the Growth Management dwelling unit cap for any of four quadrants; and 2) the density bonus program to facilitate the provision affordable housing still requires compliance with City Council Policy No. 43 for use of excess dwelling units.
