A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF CARLSBAD, CALIFORNIA, APPROVING A
PLANNING COMMISSION DETERMINATION OF GENERAL
PLAN CONSISTENCY FOR THE ACQUISITION OF
PROPERTY AT THE SOUTHEAST CORNER OF EL CAMINO
REAL AND CASSIA ROAD FOR THE CASSIA HEIGHTS
AFFORDABLE HOUSING DEVELOPMENT

CASE NO.: PCD/GPC 05-02
WHEREAS, the City of Carlsbad, “Developer,” has filed a verified application
regarding property owned by the Bons Charitable Trust “Owner,” as described as
6480 El Camino Real, Assessor Parcel Number 215-021-06
(“the Property”); and
WHEREAS, said verified application constitutes a request for a Planning
Commission Determination for General Plan Consistency, which is on file in the Planning
Department EL CAMINO REAL PROPERTY ACQUISITION - PCD/GPC 05-02 and
Section 65402 of the California Government Code; and
WHEREAS, the Planning Commission did on the 4th day of May, 2005 consider
said request; and
WHEREAS, at said hearing, upon hearing and considering all testimony and
arguments, if any, of all persons desiring to be heard, said Commission considered all factors
relating to the PCD/GPC.
NOW, THEREFORE, BE IT HEREBY RESOLVED by the Planning
Commission as follows:

That the foregoing recitations are true and correct.
That based on the evidence presented at the hearing, the Commission
PCD/GPC 05-02, based on the following findings:

Findinm:
1. This project is consistent with the goals, objectives and policies of the City’s General
Plan in that it provides special need affordable housing for very low and extremely
low income family households.
2. The project is consistent with the Land Use and Housing Elements of the General
Plan in that it meets the pertinent goals, objectives, and policies to provide housing
types and density ranges to meet the diverse economic and social requirements of
residents, specifically lower income families.
3. The property acquisition is consistent with the high priority the City has indicated
within the Housing Element of the General Plan and the City’s federally-required
Consolidated Plan to provide affordable housing for low income households.
4. The Regional Housing Needs Statement indicates a substantial need for housing
opportunities in the low and very low income ranges, and the subject project will
meet a portion of that need by providing 56 units of rental housing affordable to
low, very low and extremely low income family households.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Planning
Commission of the City of Carlsbad, California held on the 4th day of May, 2005, by the
following vote to wit:

and Whitton
