Section 1, ADOPTION OF
Council does hereby adopt as

part hereof as if fully set out in this ordinance, subdect to such
alterations and additions as hereinafter may be s
Section 2, ELECTRIC& IHSTALLATIONS REGULATED. All electri-
cal installations, and/or alterations, additions, and repairs made
to any existing electrical installation that are hereafter installed
in the City of Carlsbad, shall conform to the requirements of this
ordinance *
Section 3. BUILDING INSPECTOR, AUTHORITY OF. The Bnilding
Inspector shall be authorized, and he is hereby -powered to en-
force this ordinance, and shall perfom all the duties required of
him by said Code and this ordinance, and for sue&& purposes, he shall
have the powers of a police official,
. Seckfon 4. PERMIT REQUIRED, Bo person, firm or corporation
shall make any electrical installation set forth in Section 2 hereof,
without first having obtained a permit therefor in the manner here-
inaft er preacrib ed *
Section 5. APPLICATION FOR PEWIT, Any person, firm or cor-
poration desiring to nake any electrical installatton for which a
permit is required by this ordinance shall file with the Building
Inspector an application far a pemit

Section 6, PERMIT FEE, Every applicant for a pemft required
by Section 4 of this ordinance shall pay to the 3uilding Inspector
at the time of making the application, a fee based on the following:
(a) The fees prescribed in this ordinance must be paid
' to the City of Carlsbad for each electrical installation for which
a permit is required by this Section and must be paid before any
meh pemit is issued, except as hereinafter provided, The minimum
fee shall be one dollar and fifty cents ($1.50).
(b) Whenever it shall be necessary to Bake an extra fn-
spection trip due to the applicant for any permit giving an incor-
rect address or wrong location in-obtaining a pemit required by
this ordinance, a fee of one dollar ($1,00) shall be paid for cor-
recting the address or looation given in such gemit.
(e) The fee for any electric inspection for which a pekt
is required, bat for whioh no fee 2s herein provided, shall be two
dollars and fifty cents ($2,50) per hour of inspection required+
(d) Whenever it shall be necessary to make an extra in-
spection trip in addition to those made pursuant to the permit, due
to faulty or defectits8 installation, an additional fee in the sum of
two dollars (#2,00) as.a re-inspection fee may be charged for each
such additional inspect ion
(e) FEES FOR OUTLETS, FIXTUEtBS, AND W-HOltDING DEVICES,

(2) Outlet boxes for two (2) or Pore switches or rea
ceptacles shall be considered one (1) outlet+

any other seetion of this ordinance so provides.
(5) A stage border light, footlight strip light

tached used for lighting a show window or show case or for a similar
purpose shall be d a lighting fixture.
(6) For the installation of wiring and sockets or
lampholding devices for outline or decorative lighting and lighting
where ten (10) or more sockets or lamp-holding devices are installed
in one group and not over twenty-four (24) inches apart, the fee to
cover both wiring and sockets shall be twenty-five cents (
each ten (10) sockets or l-paholding devices.
( f) FEES FOR TBPIPORARY OR PARD LIGHTING.
(1) The fee for lamp-holding devices for temporary
lighting for construction purposes dr for a fair, carnival, conven-
tion, exhLbition or sixnilar temporary purpose, or for yard lighting,
shall be as follows:

(2) Ho fee shall be required for any outlet for such
lighting, nor for any lighting fixture, except as prodded in this
sectfon.
(3) For any temporary or yard wiring, other than
lighting, the fee therefor shall be that required in other sections
of this ordinance,
(g) F'EES FOR GAS TUBE LIGHTING, SIGHS AND WQUEES.
(I) The fees for gas tube lighting, signs, or mar-
quees shall be as follows:

(1) Fee for eaeh item of equipment such as generators,
rectifiers, motors, transformers or ether siailar equipnaent including
controlling and distributing apparatus shall be in accordance with .

(2) Fees for busways, power duets and similar equip-
ment shall be based on their carrying eapaciey in accordance with the
following table:

(3) No fee shall be required fm moving any temporary
construction motor from one place to another OB the saMe site during
the time of actual construction, aft;er a permit has once been obtained
for such motor and the fee required for thereof has been paid,
(4) No fee shall be required for any moeor which is a
part of any appliance provided the required fee is paid for such ap-
pliance,
(5) NO fee shall be required for any outlet for any e
such equipment provided the required fee is paid for such equipment,
(t) HWTING BQUIPMEHT OUTLETS,
For heating equipment outlets NUT GROUPED ON A BRANCH CIRCUIT

including ranges, welding outfrts, furnaces, and the like and their
connections, the following fees shall. be paid:

Section 7, PUBLIC AGENCIES NOT REQUIRED To PAY FEE. The
United States, the State of California, school districts, cities
and other public agencies and districts shall not be required to
pay any fee for a permit required by this ordinance.

Sect%& 12. PENALTY FOR VIOLATIOI. Any person, firm or cor-
poration making or causing to be made any electrical installation,
addition or repair contrary to any of the provisions of this ordf-
name shall be guilty of a misdemeanor and upon conviction thereof
shall be punished by imprisonment in the Jail provided by the City
fsjrr a period not to exceed six (6) months or a fine of not to exceed
Five Hundred Dollars ($500,00), or by bothc
Section 13* SEVERABILITY OF PROVfSIOMaS, If any section, sub-
section, sentence, clause or phrase of this ordinance is, for any
reason, held to be invalid or unconstitxtional, such invalidity or
unconstitutionality shall not affect the validity or constitutional-
ity of the remaining portions of this ordinance; i$ being hereby ex-
pressly declared that this ordinance, and each section, sub-section,
sentence, clause and phrase hereof, would have been prepared, pro-
posed, adopted, approved and ratified irrespective of the fact, that
any one or aore o'%her sections, sub-sections, sentences, clauses or
phrases be declared invalid or unconstitutional*
Section 14* EFFECTIVE DATE, This ordinance is hereby declared
to be an emergency measwe necessary for the inmediate preservation
of the public peace, health and safety, and shall take effect We-
diately, The following is a statement of the facts showing Its
urgency :
WHEREAS, the City of Carlsbad has just become incorporated on
the 16th day of July, 1952, and that up to and including this date
all pmvfsions relating to the subject of this ordinance have been
governed by the Ordinances of the County of San Diego., and that upon
h"?goration the force and effect of all these governing ordinances
have ceased,

visions of this ordinance for the protection of the public peace,
health and safety.
Section 3.5. The City Clerk of the City of Carlsbad shall be
