XERZAS, the City Planning Commission has recommend-ed that certain
portions of the City of Carlsbad be changed from Zone B-1 to Zone 2-1B;

WEREAS, the City Council of the City of Carlsbad finds that public
necessity and convenience require that such zone chavlges be made;
