The City Council of the City of Carlsbad, California, does ordain as follows: SECTION 1: Title 2 of the Carlsbad Municipal Code is amended by the addition of Chapter 2.40 to read as follows: "Chapter 2.40" HOUSING COMMISSION Sections: 2.40.01 0 Established. 2.40.020 Membership. 2.40.030 Qual i fi cations. 2.40.040 Meetings. 2.40.050 Vote required. 2.40.060 Functions. 2.40.OlQ Established. Pursuant to Section 34291 of the California Health and Safety Code, a Housing Commission is created as an Advisory Body to the City Council. 2.40.020 Membership. The Housing Commission shall consist of seven members. The members shall be appointed by the Mayor and confirmed by the City Council. The members shall serve two year terms and each member shal'l serve until his successor is . duly appointed and qualified. The initial members of the Commission shall serve staggered terms as follows: 1 1. Two members shall serve for a period of one year; 2. Two members shall serve for a period of 18 months; and 3. Members of the Commission may be removed by the City Council. 2.40.030 Qualifications. At least two members of the Housing Commission shall be tenants of the Housing Authority, at least one of which shall be over 62 years of age. If a tenant member ceases to be a tenant of the Authority, his membership on the Commission shall terminate and another tenant of the Authorit] shall be appointed for the remainder of the unexpired term. All non-tenant members of the Housing Commission shall be electors of the City of Carlsbad and shall be specially qualified by reason of training or experience in real estate, human relations, housing, urban development, building construction, social service: or other relevant businesses or professions to advise the Housing Authority on the housing program. 2.40.040 Meetings. The Housing Commission shall meet regularly once a month, on the fourth Monday of each month, or more often if necessary, for the transaction of business. In the event a regular meeting falls on a legal holiday, said meeting shall be held on the next succeeding business day. The Housing Commission shall elect a chairman and establish its own rules and procedures necessary for the conductof its business. 2.40.050 Vote required. Four members of the Housing Commission shall constitute a quorum. The affirmative vote of not less than four members shall be necessary for any action by the commission. 2.40.060 Functions, The Housing Commission shall advise and make recommendations to the Commissioners of the Housing 2. * ** 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 Authority or the City Council as either body may request on matters relating to the operations and activities of the Housing Authority. The City Council may by resolution establish specific functions for the Housing Commission." EFFECTIVE DATE: This ordinance shall be effective thirty days after its adoption, and the City Clerk shall certify to the adoption of this ordinance and cause it to be published at least once in the Carlsbad Journal within fifteen days after its adoption. an adjourned INTRODUCED AND FIRST READ at /. regular meeting of the Carlsbad City Council held on the 18th day of December , 197 and thereafter PASSED AND ADOPTED at a regular meeting of said Council held on the 6th day of January , 1976 I by the following vote, to wit: AYES: Councilmen Frazee, Chase, Lewis, and Councilwoman Casler NOES: Councilman Skotnicki ABSENT: None ROBERT C.
