HomeMy WebLinkAbout1982-12-07; City Council; 8098; CMC 18.12 adopt by ref - National Electrical Code (1981 edition)1 2 3 4 E s 1c 22 2: 24 2: 2E 27 2€ ORDINANCE NO. 809 8 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA AMENDING TITLE 18, CHAPTER 18.12 BY THE AMENDMENT OF VARIOUS SECTIONS TO ADOPT BY REFERENCE THE 1981 EDITION OF THE NATIONAL ELECTRICAL CODE WITH CERTAIN MODIFICATIONS. The City Council of the City of Carlsbad, California does ordain as follows: SECTION 1: That Title 18, Chapter 18.12 of the Carlsbad Municipal Code is amended by the amendment of section 18.12.010 to read as follows: "18.12.010 Adoption of the National Electrical Code. The 1981 edition of the National Electrical Code, copyriqhted by the National Fire Protection Association is hereby adopted by reference as the electrical code of the city except for the changes, additions and amendments set forth in this chapter which shall supersede the provisions of said code." - SECTION 2: That Title 18, Chapter 18.12 of the Carlsbad Municipal Code is amended by the amendment of sections 18.12.030, 18.12.040, 18.12.050, 18.12.130, 18.12.150, 18.12.180 and 18.12.200 to delete the title of "Director of Building and Housing" and to insert the title of "Director of Building and Planning" wherever appearing in those sections. SECTION 3: That Title 18, Chapter 18.12, section 18.12.100 of the Carlsbad Municipal Code is amended by the amendment of subsection (a) to delete the word "sixty" and to insert the words "one hundred eighty" wherever they appear. SECTION 4: That Title 18, Chapter 18.12, section 18.12.220 of the Carlsbad Municipal Code is amended by the amendment of the schedule of fees to read as follows: /// /// /// 1 2 3 4 5 6 7 8 9 10 11 12 a 19 20 ar 22 23 24 25 26 27 2% "Schedule of Fees Issuance Fee New construction for each ampere of main service, switch, fuse or breaker per amp. single phase per amp. three phase per amp. 480 three phase $5.00 .25 .50 1.00 Service upgrade on existing building. SECTION 5: That Title 18, Chapter 18.12, section 18.12.225 of the Carlsbad Municipal Code is amended by the amendment of subsection (a) to read as follows: "(a) Any person or corporation who violates any of the provisions of this chapter is guilty of an infraction except for the fourth or each additional violation of a provision within one year which shall be a misdemeanor. Penalties of a violation of this chapter shall be as designated in section 1.08.010 of this code." SECTION 6: That Title 18, Chapter 18.12 of the Carlsbad Municipal Code is amended by the amendment of sections 18.12.235 and 18.12.240, and by the addition of sections 18.12.245, 18.12.250 and 18.12.255 to read as follows: 2. Section 220-3 of the National Electrical Code is amended by the addition of subsection (e) to read as follows: "(e) Each appliance branch circuit shall be limited to two duplex receptacles above counter area and within six feet of serviceable counter area. receptacles shall not be in consecutive order but on alternate circuits." Convenience outlets or duplex "18.12.240 Section 250-26 (c) amended - Grounding separately derived alternating-current systems. Section 336-3 is amended to read as follows: "Uses permitted or Not Permitted. Type NM and Type NMC cables shall be permitted to be used in one- and two-family dwellings or multifamily dwellings and, with approval of the administrative authority, other structures not exceeding three floors above grade. For the purpose of this article, the first floor of building shall be that floor which is designed for human habitation and which has 50 percent or more of its perimeter level with or above finished grade." "18.12.250 Article 225 Outside Branch Circuits and Feeders. Section 225-10 is amended - Wirina on Buildinas. Section 225-10 of the National Electrical &de is amendGd by the addition of the following: "The installation of outside wiring on roof surfaces shall not be allowed. The installation of outside wiring on surface of building shall have approval of the administrative author i ty . "18.12.255 Article 384-3 (f) Support and Arrangement of Busbars and Conductors. Section 384-3 (t) is hereby amended to read as follows: "(f) Phase Arrangement. The phase arrangement on three-phase busses shall be A, B, C from front to back, top to bottom, or left to right, as viewed from the front of the switchboard or panelboard. The C phase shall be that having the higher voltage to ground on 3-phase, 4-wire delta-connected systems. Other busbar arrangements may be permitted for additions to existing installations." EFFECTIVE DATE: This ordinance shall be effective thirty days after its adoption, and the City Clerk shall certify to the adoption of this ordinance and cause it to be published at least once in the Carlsbad Journal within fifteen days after its adoption.
