ORDINANCE NO. 9698
is amended by the addition of Chapter 21.27 to read as follows:
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, AMENDING TITLE 21, OF THE CARLSBAD MUNICIPAL
CODE, BY THE ADDITION OF CHAPTER 21.27 ESTABLISHING THE
OFFICE ZONE.
The City Council of the City of Carlsbad, California,

21.27.010 Intent and purpose. The office zone establishes
regulations for the development of professional offices and
closely related commercial uses. This zone is intended for
exclusive office use but limited commercial may be permitted in certain circumstances. This zone may be utilized as a buffer
between higher intensity commercial uses and residential

21.27.040 Site development plan required. Approval of a site development plan, processed according to the provisions of :hapter 21.06 shall be required for any development in the

21.27.050 Development standards. The following development
standards shall apply to all new construction, development or subdivision in the O zone:
(1) Lot Area. The minimum area of any newly created lot
shall be 10,000 square feet except that this requirement shall lot be construed to prohibit condominium or planned unit jevelopments approved pursuant to Chapter 21.47 of the Carlsbad

(5) Setbacks - Structures Over 35' in Height. The above
specified yard requirements apply only to those structures up to
a height of 35'. For any other structure, which has been
approved for increased height by site development plan, all
required yards shall be increased at a ratio of .5 additional

(7) Landscaping. All landscaping shall comply with the
'ity of Carlsbad Landscape Guidelines Manual. All landscaped .reas shall be planted with a combination of trees, shrubs and
roundcover. All landscaped areas shall be served by a permanent rrigation system including bubblers or sprinklers. Prior to
.pproval of a building permit, each applicant shall submit a andscape and irrigation plan for the approval of the Land Use 'lanning Manager. All approved improvements shall be installed lrior to occupancy of the building.

The Planning Commission may approve the use of
ecorative impervious surfaces for up to 40 percent of the .equired yard areas for visual enhancement, pedestrian or Nmployee recreational use.
A minimum of 10 percent of that portion of the site evoted to uncovered parking shall be landscaped. Landscaping
hall be designed so as to offer relief from the monotony of rows If parked cars, and to create an overhead canopy. A minimum of Ine 15 gallon tree per 5 parking stalls shall be required in the larking area. All exposed parking areas shall be screened with
andscaping, contouring and mounding.
(8) Building Coverage. For developments which utilize urface parking, all structures shall not cover more than 50 lercent of the lot on which they are located.
For developments which include a parking structure or larking is located within or under the building it serves, the otal coverage of all structures shall not exceed 75 percent of he lot. This provision shall apply only if 75 percent of the
,equired parking is located in the parking structure or within or nder the building it serves.

(9) Signs. A detailed sign program shall be submitted to the Land Use Planning Manager for approval prior to occupancy of any new building or installation of any new signs. All signs proposed in the 0 zone shall comply with the following regulations:
(A) Total maximum allowable area of all signs,
including monument signs, shall not exceed one square foot per lineal foot of building frontage.
(B) One freestanding monument sign may be permitted for each lot. Said monument sign shall be no greater than six
feet in height or six feet in length, (including the base), with a maximum of two sign faces. Comprehensively planned
developments may be permitted additional monument signs, above
the allowable area, through the Site Development Plan process.
(10) Walls and Fences. A solid masonry wall, six feet in height, shall be constructed along the common lot line with any residentially zoned property, except in the front yard where the wall shall be reduced to 42" in height. Walls and fences up to a height of six feet are permitted except that no wall or fence
shall be erected in any front yard setback in excess of 42" and
that all walls and fences shall observe a minimum setback of 10' from the property line for side yard on a street. Chain link, barbed wire razor ribbon or other similar fences are specifically
not permitted.
(11) Lighting. Exterior lighting is required for all
employee and visitor parking areas, walkways, and building entrances and exits. Light sources shall be designed to avoid direct or indirect glare to any offsite properties or public rights of way.
(12) Roof appurtenances. All roof appurtenances, including
air conditioners, shall be architecturally integrated and shielded from view and the sound buffered from adjacent
