Section 303(d) of the Uniform Building Code is amended by the addition of the following: "The provisions of any sewer allocation system adopted pursuant to Chapter 18.05 of this code shall supersede Section 303(d) of the Uniform Building Code if the permit is issued pursuant to such system." 18.04.040 Section 304(f) added - Factory Built Housing. Section 304(f) is added to the Uniform Building Code to read: "(f) Fees for factory built housing, notwithstanding Section 304(a) and 304(b) for factory built housing, the building permit fee shall be twenty-five percent of the fee shown in Table 3-A, and the plan check fee shall be sixty-five percent of the building permit fee." 18.04.050 Section 405 amended - Definitions. Section 405 of the Uniform Building Code is amended to add the following definition: DISPENSING is the pouring or transferring of any material from a container, tank, or similar vessel, whereby vapors, dusts, fumes, mists, or gases may be liberated to the atmosphere. 18.04.060 Section 406 amended - Definitions. Section 406 of the Uniform Building Code is amended to add the following definition: EMERGENCY CONTROL STATION is an approved location on the premises of a Group H, Division 6 Occupancy where signals from emergency equipment are received. 18.,04.070 Section 407 amended - Definitions. Section 407 of the Uniform Building Code is amended to add or amend the following definitions : FABRICATION AREA (FAB AREA) is an area within a Group H, -3- 1 2 3 4 5 6 7 a 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 Division 6 Occupancy in which there are processes involving hazardous production materials and may include ancillary rooms or areas, such as dressing rooms and offices, that are directly related to the fab area processes. FIRE RESISTANCE or FIRE-RESISTIVE CONSTRUCTION is construction to resist the spread of fire, details of which are specified in this code. with chemicals and which, when tested in accordance with U.B.C. Materials which may be exposed to the weather shall maintain this fire-retardant classification when tested in accordance with the rain and weathering tests of U.B.C. Standard FLAMMABLE LIQUID is any liquid having a flash point below 100'F. and having a vapor pressure not exceeding 40 pounds per square inch (absolute) at 100°F. Class I liquids shall include those having flash points below 100'F. and may be subdivided as follows: 73°F. and having a boiling point below 100°F. 73°F. and -boiling point at or above 100°F. above 73°F. and below 100'F. Section 420 of the Uniform Building Code is amended to add or amend the following definitions: SERVICE CORRIDOR is a fully enclosed passage used for transporting HPM and for purposes other than required exiting. 18.04.100 Section 503(a) amended - Mixed Occupancy. Section 503(a) of the Uniform Building Code is amended to read: Sec. 503.(a) GENERAL. When a building is used for more than one occupancy purpose, each part of the building comprising a distinct "Occupancy", as described in Chapter 5 through 12, inclusive, shall be separated from any other occupancy as specified in Section 503fd). When a building houses more than one occupancy, each portion of the building shall conform to the requirements for the occupancy housed therein. The area of the building shall be such that the sum of the ratios of the actual area divided by the allowable area for such separate occupancy shall not exceed one. Df the area of any floor of a building, nor more than the basic area permitted in the occupancy by Table No. 5-C (See 18.04.120) for such minor use, for the purpose of determining allowable area the major use of the building shall determine the occupancy classification, provided the uses are separated as specified in Section 503(d). Except for buildings containing Group H, Division 4 and Division 6 Occupancies, the provisions of this paragraph are spplicable to buildings constructed under the provisions of Section 506(b) for unlimited area. An occupancy shall not be located above the story or height set forth in Table No. 5-D (See 18.04.120), except as provided in Section 507. When a mixed occupancy building contains a Group H, 3ivison 6 Occupancy, the portion containing the Group H, Division 6 3ccupancy shall not exceed three stories nor 55 feet in height. Where minor accessory uses do not occupy more than 10 percent 18.04.110 Section 507 amended - Maximum Height of Buildings and Increases. Section 507 of the Uniform Building Code is amended to read: MAXIMUM HEIGHT OF BUILDINGS AND INCREASES Sec. 507. The maximum height and number of stories of every Building shall be dependent upon the character of the occupancy and the type of construction and shall not exceed the limits set forth in Table No. 5-D (See 18.04.120), except as provided in this section and as specified in Section 503(a) for mixed occupancy Buildings. Tables No, 5-A, 5-B, 5-C, and 5-D of the Uniform Building Code are amended by the addition of the following Group H, Division 6 entries at the appropriate locations on the tables to read as follows: d Table 5-A. Section 901 ( a) ot the Uniform Building Code is amended to add the following paragraph regarding Division 6 Occupancies: Division 6. Semiconductor fabrication facilities, magnetic tape and disk manufacturing, electronic parts manufacturing and assembly plants, and associated research and development areas when the facilities in which hazardous production materials are used are designed and constructed in accordance with Section 911 and when storage, handling, and use of hazardous materials is in accordance dith the Fire Code. EXCEPTION: The specified uses need not be classified as a Group H, Division 6 Occupancy when the quantities of hazardous materials do not exceed those listed in Table No. 9-A, provided the storage, handling, and use are in compliance with the Fire Code. 18.04.140 Section 911 added - Division 6 Occupancies. Section 911 is added to the Uniform Building Code to read: SEC. 901 DIVISION 6 OCCUPANCIES, SPECIAL REGULATIONS. Sec. 911. (a) General. In addition to the requirements set Eorth elsewhere in this code, Group H, Division 6 Occupancies shall zomply with the provisions of this section and the Fire Code. (b) Fabr'ication Area. 1. Separation. Fabrication areas, vhose size is limited by the quantity of HPM permitted by the Fire :ode, shall be separated from each other, from exit corridors, and Erom other parts of the building by not less than one-hour fire- resistive occupancy separations. EXCEPTIONS: I. Doors within such occupancy separation, including doors to corridors, shall be only self-closing fire assemblies having a fire-protection rating of not less than three-fourths hour . XI. Windows between fabrication areas and exit corridors may be in accordance with Section 3305(h)2. 2. Floors. For the distance along the exit corridor to the point of entry of HPM into the exit corridor serving that fabrication area. 11. There shall be an emergency telephone system or a local alarm manual pull station or approved signal device within exit corridors at not more than 150- foot intervals or fraction thereof and at each exit stair doorway. Sprinkler protection shall be designed in accordance with U.B.C. Standard No. 38-1 for Ordinary Hazard Group 3, except that when one row of sprinklers is used in the corridor protection, the maximum number of sprinklers that need be calculated is 13. (d) Service Corridors. Service corridors shall be classified as Group H, Division 6 Occupancies. Service corridors shall be separated from exit corridors as required by Section 91 1 (b) 1 . required by Section 911 (b)3 or at not less than six air changes per hour, whichever is greater. corridor to an exterior exit door, horizontal exit, exit passageway, enclosed stairway or door into a fabrication area shall not exceed 75 feet. Doors from service corridors shall swing in the direction of exit travel and shall be self-closing. (e) Storage of Hazardous Production Haterial. 1. Construction. The storage of hazardous production materials in quantities greater than those listed in Table No. 9-A shall be in inside rooms complying with Section 902(c) or shall be in HPM storage rooms not exceeding 6000 square feet in area. Such HPM storage rooms shall be separated from all other areas by not less than a two-hour fire-resistive occupancy separation when the area is 300 square feet or more and not less than one-hour fire- resistive construction when the area is less than 300 square feet. The provisions of Section 503(a) shall apply. When an HPM storage room is also used for dispensing of Class I or I1 flammable liquids or flammable gases, the area of the room shall not exceed 1000 square feet. Except for surfacing, floors of storage rooms shall be of noncombustible liquid-tight construction. Raised grating over floors shall be of noncombustible materials. See Section 902(c) for sill requirements for liquid storage rooms. 2. Location within building. When HPM storage rooms are provided, they shall have at least one exterior wall and such wall shall be not less than 30 feet from property lines, including property lines adjacent to public ways. Explosion venting shall be provided when required by Section 910. 3. Exits. When two exits are required from HPM storage rooms, one shall be directly to the outside of the building. 4. Ventilation. Mechanical exhaust ventilation shall be provided in storage rooms at the rate of not less than 1 cubic foot per minute per square foot of floor area or six air changes per hour, whichever is greater, for all categories of material. 5. Emergency alarm. An alarm pull station or approved signal device shall be installed outside of each interior exit door from HPM storage rooms. Operation of such alarm or signal device shall provide a local alarm and relay a signal to the emergency control station. 6. Electrical. HPM storage rooms containing flammable liquids or gases shall be classified as Class I, Division 1 hazardous locations. Electrical wiring and equipment within such rooms shall comply with the Electrical Code for such location. General. HPM piping and tubing shall comply with this subsection and shall be installed in accordance with nationally recognized standards. Piping and tubing sytems shall be metallic unless the material being transported is incompatible with such system. Systems supplying gaseous HPM shall be welded throughout, except for connect ions, valves, and fittings, to the systems which are within a ventilated enclosure. HPM supply piping or tubing in service corridors shall be exposed to view. occupancies. Hazardous production materials shall not be located within exit corridors or above areas not classified as Group H, Division 6 Occupancies except as permitted by this subsection. Hazardous production material piping and tubing may be installed within the space defined by the walls of exit corridors in the floor or roof above or in concealed spaces above other xcupancies under the followins conditions: 2. Installations in exit corridors and above other A. B. C. D. E. F. 3. Automatic sprinklers shall be installed within the space unless the space is less than 6 inches in least dimension. Ventilation at not less than six air changes per hour shall be provided. The space shall not be used to convey air from any other area. When the piping or tubing is used to transport HPM liquids, a receptor shall be installed below such piping or tubing. The receptor shall be designed to collect any discharge or leakage and drain it to an approved location. The one-hour enclosure shall not be used as part of the receptor. All HPM supply piping and tubing and HPM nonmetallic waste lines shall be separated from the exit corridor and from any Occupancy 6 other than Group H, Division 6 by construction as required for walls or partitions that have a fire-protection rating of not less than one hour. When gypsum wallboard is used, joints on the piping side of the enclosure need not be taped, provided the joints occur over framing members. Access openings into the enclosure shall be protected by approved fire assemblies . Readily accessible manual or automatic remotely activated fail-safe emergency shutoff valves shall be installed on piping and tubing other than waste lines at the following locations: (i) At branch connections into the fabrication area . (ii) At entries into exit corridors. Excess flow valves shall be installed as required by the Fire Code. Electrical wiring and equipment located in the piping space shall be approved for Class I, Division 2 Hazardous Locations. EXCEPTION: Occasional transverse crossings of the corridors by supply piping which is enclosed within a ferrous pipe or tube for the width of the corridor need not comply with Items A through F. Identification. Section 1706(a) of the Uniform Building Code is amended by adding Exception 7 to read as follows: "7. In buildings with Group H, Division 6 Occupancies, a Eabrication area may have mechanical, duct, and piping penetrations Mhich extend through not more than two floors within that Eabrication area. Penetrations for tubing, piping, conduit, or 3uct shall be effectively draftstopped at the floor level. The Eabrication area, including the areas through which the ductwork and piping extend, shall be considered a single conditioned invironment. I* 18.04.160 Section 1807(a) amended - Special Provisions. Section 1807(a) of the Uniform Building Code is amended to read: "Scope. This section shall apply to all Group B, Division 2 2ffice buildings and Group R, Division 1 Occupancies, each having Eloors used for human occupancy located more than 55 feet above the lowest level of fire department vehicle access. Such buildings shall be provided with an approved automatic sprinkler system in accordance with Section 1807 (c) . 'I 18.04.170 Section 1808 added - Special Provisions for Buildinas between 35 and 55 feet in heiqht. Section 1808 is added to the Uniform Building Code to read: Section 1808 Special Provisions for Buildings between 35 and "(a) Scope. Penthouses shall be constructed as required in Chapter 36. For use of plastics in roofs, See Chapter 52. For attics, access, and area, see Section 3205. For roof drainage, see Section 3207. For ?nclosure of escalators service Group B Occupancies, see Chapter 17." 18.04.250 Section 3320 amended - Group H Occupancies. Section 3320 of the Uniform Building Code is amended by the addition of the following paragraph to read as follows: "Within fabrication areas of Division 6 Occupancies, the listance of travel to an exterior exit door, exit corridor, iorizontal exit, exit passageway, or an enclosed stairway shall not ?xceed 100 feet." 18.04.260 Section 3802(b)5 and 6 added - Automatic Fire Zxtinguishing Systems, Section 3802(b) of the Uniform Building :ode is amended by the addition of Subparagraphs 5 and 6 to read: "5. In all buildings, which are two or more stories in height md where the floor level of one or more stories or a basement lies >elow the lowest point of vehicular access for fire department ipparatus, as determined by the Fire Chief. Iloors exceeds 10,000 square feet, "6. In all buildings, where the aggregate floor area of all EXCEPTIONS: (i) Where a four-hour rated area separation wall with no openings or penetrations therein has been constructed such that no aggregate floor area between such walls exceeds 10,000 square feet. (ii) Where a sprinkler system has been approved and installed according to the Carlsbad Fire Department Standards for Residential Sprinkler Systems. Section 3802(d) of the Uniform Building Code is amended to read as follows: "(a) GROUP B, DIVISION 2 OCCUPANCIES An automatic sprinkler system shall be installed in retail sales rooms classed as Group B, Division 2 Occupancies where the floor area exceeds 10,000 square feet on any floor or 10,000 square feet on all floors or in Group B, Division 2 retail sales occupancies more than three stories in height. In buildings used for high-piled combustible storage, fire protection shall be in accordance with the Fire Code." 18.04.290 Section 3802(f) amended - Group H Occupancies. Section 3802(f) of the Uniform Building Code is amended by the addition of Paragraph 5 to read as follows: "5. Division 6. A fire-extinguishing system shall be installed throughout buildings containing Group H, Division 6 Occupancies. The design of the sprinkler system shall be not less than that required under U.B.C. Standard No. 38-1 for the occupancy hazard classifications as follows: LOCATION OCCUPANCY HAZARD CLASSIFICATION Fabrication Areas Ordinary Hazard Group 3 Service Corridors Ordinar; Hazard Group 3 Storage Rooms without Dispensing Ordinary Hazard Group 3 Storage Rooms with Dispensing Extra Hazard Group 2 Exit Corridors Ordinary Hazard Group 3- 1 - When the design area of the sprinkler system consists of a corridor protected by one row of sprinklers, the maximum number of sprinklers that need be calculated is 13.'' 18.04.300 Section 3803 amended - Sprinkler System Alarms. Section 3803 of the Uniform Building Code is amended to read as follows: "Sec. 3803. When serving more than 20 sprinklers, automatic sprinkler systems shall be supervised by an approved central, proprietary, or remote station service, or a local alarm which will give an audible signal at a constantly attended location." 18.04.310 - Violations. "Each occupancy, principal building, structure, dwelling xnit, and mobile home space within the City shall be identified by i number or combination of number and letter. Such numbers shall >e in harmony with other established postal addresses in the area. such numbers shall be a minimum of three inches in size and shall >e of contrasting colors so as to be readable from the adjoining ;treets. Numbers shall be designated and assigned by the Building Iff icial. 18.04.330 - Street Name Signs. "A11 private and public streets within the City shall have Iesignated street names which shall be identified by signs. The size and type of street signs and the names of streets shall be subject to the approval of the City Planning Department and the ?olice and Fire Departments. Location and number of signs shall be 3s required by the City." 18.04.340 - Findinus. "The City of Carlsbad has many large brush-covered hillsides. rhe City is subject to a frequent Santa Ana condition of dry gusty vinds, which creates extreme fire danger. The City Council specifically finds that these geographic and topographic conditions iecessitate greater fire protection than that provided by the Jniform Building Code, 1982 Edition. Therefore, this Chapter has sltered the Uniformed Building Code to require more fire retardant roofs and sprinklered buildings.''
