ordain as follows:
SECTION 1: That Title 18, Chapter 18.12 of the Carlsbad
Municipal Code is amended to read as follows:
SECTION 2: That Title 18, Chapter 18.12, Sections
18.12.230, 18.12.235, 18.12.240, 18.12.240, 18.12.245,
18.12.250, and 18.12.255 of the Carlsbad Municipal Code are
amended by the deletion of "Section11 and the insertion of
"Article" in their titles when referencing the National
Electrical Code.
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF CARLSBAD, CALIFORNIA, AMENDING TITLE 18,
CHAPTER 18.12 BY THE AMENDMENT OF VARIOUS
SECTIONS AND TO ADOPT BY REFERENCE THE
NATIONAL ELECTRICAL CODE (1984 EDITION).

18.12.010 Adopted. The National Electrical Code (1984
Edition), copyrighted by the National Fire Protection Association
is hereby adopted by reference as the electrical code of the City
except for the changes, additions, and amendments set forth in
this chapter which shall supersede the provisions of said code.
18.12.230 Article 215-5 amended - Diagrams of Feeders.
Article 215-5 of the National Electrical Code is amended by the
addition of the following:
"All horizontal feeders in multiple-occupancy, combustible
frame dwellings shall be installed underground or outside the
building unless otherwise approved by the administrative
authority. A duplex is not considered a multiple-occupancy in
this instance.'1
I1 MODIFICATIONS
18.12.240 Article 225-10 amended - Outside Branch Circuits
and Feeders. Section 225-10 of the National Electrical Code is
amended by the addition of the following:
"The installation of outside wiring on roof surfaces shall
not be allowed. The installation of outside wiring on surface of
building shall have approval of the administrative authority.I1
18.12.245 Article 250-26(c) amended - Grounding Separately
Derived Alternatinq-Current Systems. Article 250-26(c) of the ~- National Electrical Code is amended by the addition of the
following after the first sentence.
"The primary qroundinq method shall be that which is
referred to as the 'Uffer Ground' consisting of 20 feet or more
of Copper Conductor 84 (minimum) or larger sized from N.E.C.
Table 250-94, "Grounding Electrode Conductor for AC Systems".

completely encased in concrete. When below ground, the copper
electrical conductor shall be encased in concrete (or in rigid
nonmetallic conduit from six inches inside the concrete footing)

The Rebar #4 (1/2") or larger to which the grounding
electrode conductor is connected must be a minimum of
20 feet long, unbroken,
The total developed length of rebar placed three inches
up from the bottom of the foundation must be no less
than 20 feet. Where splices are necessary to obtain
the required 20 feet of rebar, they must be made so
that the two bars overlap by no less than 15 inches and
are secured by at least two steel tie wires. This
splice shall occur at the opposite end from the
extended location.
The rebar may only extend out of the slab in a dry
location,
The rebar must extend out of the slab at least six
inches and not more than 18 inches and the point of
connection of the grounding electrode connector must be
accessible.
Aluminum or copper-clad aluminum electrode conductor shall
not be used in concrete, outside or in any other corrosive
environment. I'
18.12.250 Article 331-3 amended - Electrical Nonmetallic
Tubing. Article 331-3 of the National Electrical Code is amended
~~~ to read:
I1Uses Permitted. Electrical nonmetallic tubing and fittings
may be permitted to be used in one- and two-family dwellings,
multifamily dwellings, and, with approval of the administrative
authority, other structures provided that such dwellings or
structures do not exceed three floors above grade:
a. In walls, floors, and ceilings;
b. In locations where subject to severe corrosive
influences as covered in Section 300-6 and where
subject to chemicals for which the materials are
specifically approved;
c. In dry and damp locations not prohibited by Section
d. For exposed work where not subject to physical damage;
e. Where the potential is 600 volts or less,

building shall be that floor which is designed for human
habitation and which has 50 percent or more of its perimeter
level with or above finished grade of the exterior wall line,"
18.12.255 Article 336-3 amended - Nonmetallic-Sheathed
Cable. Article 336-3 of the National Electrical Code is amended
to read as follows:
"Uses Permitted or Not Permitted. Type NM and Type NMC
cables shall be permitted to be used in one- and two-family
dwellings or multifamily dwellings and, with approval of the
administrative authority, other structures not exceeding three
floors above grade.

18.12.260 Article 350-5 amended - Flexible Metal Conduit. Article 350 -5 of the National Electrical Code is amended to
read:
"Grounding. Flexible metal conduit shall be permitted as a grounding means where both the conduit and the fittings are approved for grounding. Where an equipment bonding jumper is required around flexible metal conduit, it shall be installed in
accordance with Section 250-79.

18.12.265 Article 384-3(f) amended - Support and Arrangement of Busbars and Conductors. Article 384-3(f) of the National
Electrical Code is amended to read as follows:
"(f) Phase Arrangement. The phase arrangement on three-
phase busses shall be A, B, C from front to back, top to bottom,
or left to right, as viewed from the front of the switchboard or panelboard, The C phase shall be that having the higher voltage
to ground on 3-phasef 4-wire delta-connected systems. Other busbar arrangements may be permitted for additions to existing installat ions. It
EFFECTIVE DATE: This ordinance shall be effective thirty
days after its adoption, and the City Clerk shall certify to the
adoption of this ordinance and cause it to be published at least
once in the Carlsbad Journal within fifteen days after its
adoption.
