The City Council of the City of Carlsbad, Calfifornia, loes ordain as follows: Section 1: That Title 21 of the Carlsbad Municipal Code is amended by the addition of Chapter 21.100 to read as Eollows: Chapter 21.100 T-C Transportation Corridor Sections: 21.100.010 Intent and purpose. 21.100.020 Permitted uses and structures. 21.100.030 Precise development plan. 21.100,040 Uses permitted by conditional use permit. 21.100.050 Conditions. 21.100.060 Minimum lot area. 21.100.010 Intent and purpose. The intent and purpose 3f the T-C zone is to provide for and ensure the preservation of 2ertain public transporation rights-of-way which will: (1) Insure that adequate land area is available for future transportation modes; (2) Insure compatibility of the development aith the general plan and the surrounding developments; (3) Insure that due regard is given to invironmental factors; (4) Provide for public improvements and >ther conditions of approval necessitated by the development. 21.100.020 Transporation corridor permitted uses and structures. In the T-C zone only the following uses and structures may be permitted subject to the requirements of this Zhapter and to the requirements of Chapters 21.41 and 21.44, and 21.53: (1) Railroad tracks and related facilities; (2) Light-rail transit related facilities Zonsisting of: (A) Tracks (B) Energy transmission facilities, including rights-of-way and pressure control or booster stations €or gasoline, electricity, natural gas, synthetic natural gas, oil or other forms of energy sources; 1 2 3 4 5 6 7 8 9 10 11 12 13 34 15 16 17 18 19 20 21 22 23 24 25 26 27 28 (C) Maintenancelrepair facilities; (D) Stations. (3) Agriculture: Only the following (A) Field and seed crops, (€3) Truck crops, (C) Horticultural crops, (D) Orchards and vineyards, (E) Tree farms, (F) Fallow lands. (4) Recreational facilities (public), (A) Passive open space, (B) Bicycle paths, (C) Pedestrian trails. igricultural uses, and buildings accessory to such agricultural ises, are permitted in the T-C zone: limited to: (5) Any other use which the Planning :ommission or City Council may determine to be similar to the iermitted uses in the zone and to fall within the intent and Iurposes of the zone; :he provisions of Chapter 21.41; (6) Signs, except for billboards, subject to (7) Public Streets 21.100.030 Uses and structures permitted by conditional Subject to the provisions of Chapter 21.50, the 1- ermit. owing uses and structures are permitted by conditional use ?ermit: including tennis courts, picnic areas and similar temporary uses, (1) Recreation use open to the public (2) Parking lots, (3) Railroad museum. 21.100.040 Site Development Plan. The site development plan may include provisions for any accessory use necessary to conduct any permitted use. IIhe site plan shall be processed and approved according to the ?revisions of Chapter 21.06 of this code. 21.100.050 Conditions. The decision-making body may imPose such conditions on the site Dlan as are determined ieiessary to implement and ensure cbnsistency with the provisions 3f this chapter, the General Plan, the local coastal land use plans, and any applicable specific plans, to ensure that the uses 3re sufficiently isolated from any rail facilities. 21.100.060 Minimum lot area. There shall be no minxm Lot area established for the T-C zone.
