ORDIEANCE NO. 1297
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA AMENDING TITLE 2, CHAPTER 2.08 OF THE CARLSBAD MUNICIPAL CODE BY THE ADDITION
OF SECTION 2.08.110 TO REQUIRE ALL MEETINGS OF THE
CITY'S BOARDS, COMMISSIONS AND COMMITTEES TO BE OPEN TO THE PUBLIC.
The City Council of the City of Carlsbad, California
does ordain as follows:
SECTION 1: That Title 2, Chapter 2.08 of the Carlsbad
Municipal Code is amended by the addition of Section 20.08.110
to read as follows:
"2.08.110 Public access to meetings. (a) All meetings of the City's boards, commissions and committees shall be open to the public.
commission appoints a subcommittee all meetings of the subcommittee shall be open to the public. This section shall not
apply to the Personnel Board when, upon the advice of the City
Attorney, the commission determines a closed session is
required.
(b) Notwithstanding subsection (a) a board, commission
or committee may hold a closed session provided they first obtain a written opinion from the City Attorney that the closed session
is allowed under the provisions of the Brown Act."
If any board or
EFFECTIVE DATE: This ordinance shall be effective
thirty days after its adoption, and the City Clerk shall certify
to the adoption of this ordinance and cause it to be published at
least once in the Carlsbad Journal within fifteen days after its
adopt ion.
INTRODUCED AND FIRST READ at a regular meeting of the
Carlsbad City Council on the 28th day of July , 1987
and thereafter

Council held on the 4th day of August I 1987 by the
following vote, to wit:
