ORDINANCE NO. 9837
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF CARLSBAD, CALIFORNIA, AMENDING TITLE 21,
EXEMPTING THE CONVERSION OF MOBILE HOME PARKS FROM CHAPTER 21.90 OF THE CARLSBAD MUNICIPAL CODE.
The City Council of the City of Carlsbad, California,
does ordain as follows:
SECTION 1: That Title 21, Chapter 21.90, Section
21.90.030(c) of the Carlsbad Municipal Code is amended to
add the following:
21.90.030 (c)
(12) The conversion of existing mobile home parks to
condominiums or similar forms. of ownership whereby the
mobile home park will remain substantially the same in
appearance following such conversion.
SECTION 2: The City Council makes the following
findings :
a) That such amendment will not increase the demand
for public facilities or services because it will only
affect existing mobile home parks that will remain
substantially the same.
b) That such amendment will not increase residential
densities as mandated by Proposition E and approved by the
voters of Carlsbad in November of 1986 because it will only
apply to existing mobile home parks
c) That this amendment helps implement the Housing
Element of the General Plan by encouraging opportunities for
moderate income housing in the City of Carlsbad and in the
Coastal Zone.

d) That this amendment is consistent with the Land
Use and other elements of the General Plan by helping to
provide for a variety of land use types and encourage
housing for all segments of the population.
EFFECTIVE DATE: This ordinance shall be effective
thirty days after its adoption, and the City Clerk shall
certify to the adoption of this ordinance and cause it to be
published at least once in the Carlsbad Journal within
fifteen days after its adoption.
INTRODUCED AND FIRST READ at a regular meeting of the
Carlsbad City Council held on the 13th day of October ,
1987, and thereafter
PASSED AND ADOPTED at a regular meeting of said City
Council held on the 20th day of October , 1987, by the
following vote, to wit:
AYES: Council Members Lewis, Kulchin, Pettine, Mamaux and Larson
NOES: None
ABSENT: None
