AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF CARLSBAD, CALIFORNIA, ADOPTED AS
AN URGENCY ORDINANCE AMENDING TITLE 11,
CHAPTER 11.32 OF THE CARLSBAD MUNICIPAL
CODE BY THE AMENDMENT OF SECTION 11.32.070
TO ALLOW LAW ENFORCEMENT BICYCLES ON
THE SEAWALL
The City Council of the City of Carlsbad, California does

lo I1 SECTION: 1 : That Title 11, Chapter 11 -32 of the Carlsbad

l2 I1 Municipal Code is amended by the amendment of Section 11.32.070

"The Carlsbad seawall sidewalk at the base of the bluff adjacent to
Carlsbad State Beach between Tamarack Avenue and Pine Street
shall be limited to pedestrians only. No person shall skate or use or
ride any rollerskate, coaster, skateboard, bicycle, toy vehicle or any
other form of transportation on the Carlsbad seawall sidewalk.
Law enforcement personnel shall be exempt from the provision of
this section when in the performance of their duties."
DECLARATION OF URGENCY: This ordinance is hereby declared

to be an emergency ordinance adopted as an urgency measure to

start of the Police Department Bicycle Patrol Program on E!5
immediately upon its adoption. This is necessary due to the 24
protect the public health, safety and welfare and shall take effect
26
27 May 25, 1991.

& (I EFFECTIVE: This ordinance shall be effective immediately 1

upon passage. The City Clerk of the City of Carlsbad shall certify
to the adoption of this ordinance and cause it to be published once
4 in the Carlsbad Journal within 15 days after its adoption. 5

of the City of Carlsbad on the 11th day of June , 1991,
following vote to wit:
