NS-332 2 ADOPT BY REFERENCE THE 1994 EDITION OF THE UNIFORM FIRE CODE 3 CALIFORNIA, AMENDING TITLE 17 OF THE CARLSBAD MUNICIPAL COI AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CARLS 4 The City Council of the city of Carlsbad, California, does ordain as follo 5 6 /I SECTION 1: The City Council of the city of Carlsbad finds that improvc 7 protection in the form of automatic fire sprinklers is necessary in larger 8 commercial and industrial buildings to insure the early control of fires and tc 9 prevent their spread. This finding recognizes regional geologic conditions a] 10 11 likelihood of numerous structure fires following a greater magnitude seismic event. It also considers the limited ability of local emergency services to pro1 12 fire protection due to extraordinary service demands following such events. 13 14 Further basis for the finding is concern for local topographic conditions and 15 irregular elevations along primary travel routes throughout the city. These 16 condition impede the rapid deployment and effectiveness of emergency resol 17 SECTION 2: That existing Title 17, Chapter 17.04 of the Carlsbad Mur 18 19 20 21 22 23 24 25 26 27 28 Code is repealed and a new chapter 17.04 is added to read as follows: Chapter 17.04 FIRE PREVENTION CODE Sections: 17.04.010 17.04.020 17.04.030 17.04.040 17.04.050 17.04.060 17.04.070 17.04.080 Adoption. Section 904.2 amended -- Marking of fire apparatus access Sections 1003.2.2 and 1003.2.8 amended -- Automatic fire extinguishing systems. Section 7701.7.2 amended -- Prohibiting storage of explosi Section 7902.2.2.1 amended -- Restricted locations of static tanks used for storage of flammable and combustible liqu Section 8204.2 amended -- Restricted storage liquified petroleum gas. The Uniform Fire Code, 1994 edition, includ: Appendix 111-A, copyrighted by the International Conference of Building Offic and the Western Fire Chiefs' Association, three copies of which are on file w: the city clerk, is adopted by reference as the city fire code, except for the follov changes, additions and amendments thereto which shall supersede certain provisions of the model code. 5 17.04.020 Section 904.2, amended -- Marking of fire apparatus access roa 6 7 Section 904.2 is amended to read: 10 1. The entire length of the road shall be marked by approved signs posted at 9 obstruction: methods may be used to identify fire apparatus access roads and prohibit their 8 904.2 Marking. When required by the chief, one or more of the following 11 intervals no greater than one hundred feet which identify the road as a "Fire and state the prohibition of parking therein. The sign shall also warn that ve in violation are subject to citation or removal. Such signs shall be posted in 12 permanent manner at a height no greater than nine feet and no less than sev feet; or, 13 2. Standard curbs bordering fire access roads shall have the words "NO l4 PARKING FIRE LANE" painted upon their horizontal and vertical surfaces a 15 intervals of not more than twenty-five feet. Letters shall be of block style, minimum five inches in height with a stroke of not less than three-fourths i 16 and shall be white on a red background. Such signs must be app 20 by the police department and the fire marshal prior to installation. 17.04.030 Sections 1003.2.2 and 1003.2.8 amended -- Automatic Fire 21 Extinguishing Svstems. 22 23 24 25 Section 1003.2.2 of the Uniform Fire Code is amended to add: 6. Excluding detached R-3 occupancies, in buildings two or more stories in hc an automatic fire extinguishing system shall be installed in those areas whicl below the lowest elevation of fire department vehicular access. The access elevation shall be determined by the chief. 26 7. Other provisions of this section notwithstanding, all buildings hereafter 27 28 protected throughout by an approved automatic fire sprinkler system. constructed in which the aggregate floor area exceeds 10,000 square feet, shall II 0 0 /I 1 3 protected throughout by an approved automatic fire sprinkler system. 2 8. Other provisions of this section notwithstanding, all existing buildings in which the aggregate floor area is expanded to exceed 10,000 square feet shall bc Section 1003.2.8 of the Uniform Fire Code is amended to read: 4 5 6 7 1003.2.8 Group R, Division 1 and 3 Occupancies. An automatic sprinkler syst conforming to U. B. C. standard 9-1 shall be installed throughout every apart1 house three or more stories in height or containing 16 or more dwelling unit! every congregate residence three or more stories in height or having an occu~ load of 20 or more, and every hotel three or more stories in height or containj or more guest rooms. 8 Apartment houses and other residential buildings, having an aggregate floor 9 exceeding 10,000 square feet, may be protected by an approved automatic fire sprinkler system conforming to U. B. C. standard 9-3 when they are one or tws lo stories in height and contain fewer than 16 dwelling units. Such automatic 11 sprinkler systems shall not be considered as the basis for increasing the allow; area of a building or for exemption from any other Uniform Building Code 12 requirement. 13 14 Residential or quick-response standard sprinkler heads shall be installed in tE dwelling units and guest room portions of the building. 15 16 17 18 19 20 21 22 23 24 25 26 27 28 I 17.04.040 Section 7701.7.2 amended -- Prohibiting - storape - of explosi Section 7701.7.2 of the Uniform Fire Code is amended to read: 7701.7.2. Prohibition of storage. Storage of explosive materials is prohibited I the city limits. 17.04.050 Section 7902.2.2.1 amended -- Restricted locations for st( of flammable and combustible liquids - in aboveground tar Section 7902.2.2.1 of the Uniform Fire Code is amended to read: 7902.2.2.1. Locations where aboveground tanks are prohibited. The storage c Class I and Class I1 liquids in aboveground tanks outside of buildings is prohi within the city limits. Exception: (1) Farms, rural areas and construction sites as provided in section 7904.2 of this code. Section 8204.2 of the Uniform Fire Code is amended to read as follows: 8204.2. Maximum capacity within the city limits. Within the city limits, the aggregate capacity of any one LP-gas storage installation shall not exceed a 2,OO gallon (7571 L) water capacity. 17.04.070 Violations. 17.04.070 Except as otherwise provided in this code, any person or corporati01 violates any provisions of this chapter is guilty of an infraction, except that tl fourth and each additional violation of a provision in a 12 month period shal misdemeanor.
