AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF CARLSBAD, CALIFORNIA, REPLACING REFERENCE
TO “ELM AVENUE” WITH “CARLSBAD VILLAGE DRIVE”
WHEREAS, on February 17, 1987, the City Council adopted F
No. 8969 changing the name of Elm Avenue to that of Carlsbad Village Drive
WHEREAS. the Carlsbad MuniciDal Code still contains referenc

WHEREAS, to reflect the name change of “Elm Avenue’’ to Tal
Village Drive,” the City Council desires to amend certain sections of the Munic
Code.
NOW, THEREFORE, BE IT ORDAINED by the City Council oft
Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That Section 1.20.010 of the Carlsbad Municipal Code is am
read as follows:
“1.20.01 0 Reqular meetinqs.
The city council shall hold regular meetings on the first four Tu€
each month at the hour of 6:OO p.m., in the council chambers at the City Hall,
Carlsbad Village Drive, Carlsbad, or such other place to which a meeting is ac
If by reason of fire, flood or other emergency, it is unsafe to meet in the counc
chambers, the meetings may be held for the duration of the emergency at su(

9. That Section 10.32.091 of the Carlsbad Municipal Code is at

11. That Section 10.40.051 of the Carlsbad Municipal Code i

12. That Section 10.40.053 of the Carlsbad Municipal Code i
amended to read as follows:
“10.40.053 Parking restricted on Carlsbad Villaae Drive.
Parking of vehicles is prohibited during all hours of the day and both sides of Carlsbad Village Drive from Carlsbad Boulevard to its intersectic Pic0 Drive.”
13. That Section 10.40.054 of the Carlsbad Municipal Code i
amended to read as follows:
“10.40.054 Parkinq restricted on portion of Madison Street.
Parking of vehicles is prohibited during all hours of the day and
both sides of Madison Street between Carlsbad Village Drive and Grand Avel
planter areas protrude into the streets.”
14. That Section 10.40.056 of the Carlsbad Municipal Code i
amended to read as follows:
“10.40.056 Parkina restricted on Dortion of Roosevelt Streei
Parking of vehicles is prohibited during all hours of the day and
both sides of Roosevelt Street between Carlsbad Village Drive and Grand Av
where planter areas protrude into the street.”

15. That Section 10.40.059 of the Carlsbad Municipal Code is E
to read as follows:
“10.40,059 Parking restricted to Tamarack Avenue.
(a) There will no parking on both sides of Tamarack Avenue fror
Road to Carlsbad Village Drive.
(b) There will be no parking on the easterly side of Tamarack AL
Carlsbad Village Drive to Wilshire Avenue and no parking on the westerly sidf
Tamarack Avenue from Carlsbad Village Drive to a point one hundred sevent
southerly of Wilshire Avenue.”
16. That Section 10.40.080 of the Carlsbad Municipal Code is E
to read as follows:
“1 0.40.080 Anale parkinq.
In accordance with Section 10.40.025, and when signs or markil
place giving notice thereof, drivers of vehicles may stand or park a vehicle on1
indicated by such marks or signs on the following streets or portions thereof:
(I) On both sides of State Street commencing at the intersectior
Street and Grand Avenue and extending northward three hundred and twenty
feet;
(2) On both sides of State Street between the intersection of Ca
Village Drive and Grand Avenue;
(3) Repealed by Ord. 3157 § 1;
(4) On both sides of Grand Avenue between Roosevelt Street a
Street;
(5) On the north side of Grand Avenue between Washington Str
Carlsbad Boulevard. The city engineer shall eliminate such diagonal parking i
time as two-way average daily traffic on Grand Avenue exceeds six thousand
per day;
(6) On the northerly side of Grand Avenue from Ocean Street to
Street.”
17, That Section 10~40~120 of the Carlsbad Municipal Code is 2
to read as follows:
“10.40.120 Bus zones.
(a) The city traffic engineer is authorized to establish bus zones
curb space for the loading and unloading of buses of common carriers of pas
and to determine the location thereof subject to the directives and limitations
this chapter.

(b) The word "bus" as used in this section means any motorbus,
coach, trackless trolley coach or passenger stage used as a common carrier (
passengers.
(c) No bus zone shall exceed eighty feet in length, except that w
satisfactory evidence has been presented to the city traffic engineer showing
necessity therefor, the city traffic engineer may extend bus zones not to excec
length of one hundred and twenty-five feet.
(d) Bus zones shall normally be established on the far side of ar
intersection.
(e) No bus zone shall be established opposite and to the right 01
zone. (9 The city traffic engineer shall paint a red line stenciled with wl
"NO STANDING", together with the words "BUS ZONE" upon the top or side (
and places specified as a bus zone. (9) No person shall stop, stand or park any vehicle except a bus
zone.
(h) No person shall park a vehicle at any time upon the easterly
Carlsbad Boulevard between the intersection of Carlsbad Village Drive and C
Boulevard to a point sixty feet south of Carlsbad Village Drive. This area shall
designated as "bus stop" and shall be used only for the loading and unloadin<
passengers."
18. That Section 10.40.125 of the Carlsbad Municipal Code is 2
to read as follows:
"10.40.125 Parkina time limited in business districts.
When authorized signs are in place giving notice thereof no per:
stop, stand or park any vehicle within a business district between the hours 01
a.m. and six p.m. of any day, except Sundays and holidays, for a period of tin than two hours.
No person shall stop, stand or park any vehicle for a period of ti
than two hours on both sides of Carlsbad Village Drive from the railroad cros:
to Carlsbad Boulevard; and from a point sixty feet south of Carlsbad Village C
the easterly side of Carlsbad Boulevard to the intersection of Carlsbad Boule\
Lincoln Street, and thirty feet south on the easterly side of Lincoln Street."
19. That Section 10.40.126 of the Carlsbad Municipal Code is :
to read as follows:
"10.40.126 Parkina time limited in business district.
When authorized signs are in place giving notice thereof, no pe:
stop, stand or park any vehicle within a business district between the hours o
a.m. and six p.m. of any day, for a period of time longer than two hours.

than two hours on the westerly side of Carlsbad Boulevard between Grand A\
and Carlsbad Village Drive.”
20. That Section 10.40.130 of the Carlsbad Municipal Code is a
to read as follows:
“10.40.130 Overniqht Darkinq.
It is unlawful for any person to park or leave parked any automo
other vehicle between the hours of three a.m. to five a.m. on the hereinafter d
streets:
(1) On State Street between Oak Avenue and Laguna Drive;
(2) On Roosevelt Street between Oak Avenue and Grand Avenl
(3) On Carlsbad Boulevard between Grand Avenue and Carlsbz
(4) On Grand Avenue between Roosevelt Street and Carlsbad E
(5) On Carlsbad Village Drive between U.S. Freeway 101 and C
Drive;
Boulevard.
The traffic safety engineer and the maintenance director are ins
erect signs giving notice of the provisions of this section.’’
21. That Section 10.44.150 of the Carlsbad Municipal’Code is E
to read as follows
“10.44.150 Monroe Street.
(a) Upon Monroe Street from Carlsbad Village Drive to its inters1
Marron Road, the prima facie speed limit shall be forty-five miles per hour.”
SECTION 21: .That reference to “Elm Avenue” be replaced with
Village Drive” wherever it appears in the index of Chapters 10.24, 10.28, and
EFFECTIVE DATE: This ordinance shall be effective thirty da
adoption, and the City Clerk shall certify the adoption of this ordinance and
be published at least once in a newspaper of general circulation in the City c
within fifteen days after its adoption.
