The proposed facility will serve as a new main library in a two library syster Carl&ad roughly divides into three zones: the north and south are population
centers and the middle is an industrial area. The plan is to have two large
libraries, one in each of the population zones. The existing main library in
the north will become a branch while the new library in the south zone, about 8 miles away, will be the main facility. The San Diego County Library system maintains small branch libraries adjacent to the Carl&ad area, in Vista, San Marcos, and Encinitas. These facilities do not offer the same level of service or depth of resources available in Carl&ad. Oceanside to the north has a large population and a new full service main library. Nearly half of the current use of Carl&ad libraries is by citizens from these neighboring communities. This trend is expected to continue due to ease of access, con- venience, and a generally more attractive level of prograrmning, resources, and special services. Sh~hlml: The current branch library being replaced occupies 4,500 square feet of leased space in a shopping cater. Built in 1981, the 'basic st,vcture of the building, its electrical power requirmts, lighting, acoustics, and mechanical systeuts, are all adequate and have no significant deficiencies which cannot be corrected with minor rrxodifications. The real physical facili- ty limitation and the overriding library need in Carlsbad is space: site space parking space, and interior space for collections and services. The city's official library facility standard under its Growth Management Plan is 0.8 square feet per capita. In 1967, with the opening of the current 24,600 square foot library, Carlsbad had a population of about 13,000 and a generous 1.9 square feet of space per capita. By 1984, with the opening of the branch,
the population was up to 41,000 and the added branch space (4,500 square feet)
resulted in a drop in the square footage par capita to 0.71, not quite meeting the standard. By 1990, with a population of 63,000 and the same amount of library space, the square footage per capita had dropped to 0.46, down to about half of the city standard. Use of the library during the S~IIE Period (1967 to 1990) measured by total circulation grew by 544%. At the same time, population increased 385%. This situation will continue to deteriorate in
the future without construction of a new library and with projected population expected to reach 110,800 by the year 2010 and headed toward 135,000 at build-
out.

A~xIS~~: Lack of soundproofing in meeting room and office walls allows noises from these areas to impact public study areas.
Acoustics are poor with all traffic noise generating from a major highway (El Camino Real) just 15 feet from the west side of the facility. The roar of traffic is constant. Lack of inside space does not allow room for noise
buffers between public workstations and study areas.

tion. Walls on either side are concrete fire walls and adjacent units are
occupied by tenants who hold long term leases.
Fun~oMl SpPtiol Rela~onships: Children must walk through quiet study areas to arrive at the children's area. There is no space for a buffer zone between noise generating areas and study areas.
Sitez The site is located in a secluded comer at the end of a shopping center. The entrance is not visible from the street, thus has proven
frustrating to find. Parking in the area allows for 59 cars, including 2
handicapped. These spaces are shared by 15 other businesses.
Oth&G~errrl: Since the space is leased, there are no long term controls
over the use of the facility or the surrounding site and parking; no options for future expansion; and ultimately no guarantee of permanent availability.

The existing branch facility was designed to hold 30,000 volumes at capacity. The current collection includes 33,175
volumes, 918 videos, and 2,201 records, cassettes, and CDs. Th
result is that all shelves are extremely tight, there is no space for growth, and volumes added must be balanced by volumes
removed to an offsite storage facility. The entire record
collection (131 items) has already been placed on the floor in
cardboard boxes. The possibility of adding more free-standing
bookstacks would simply reduce the already limited public seating.
Readers’ !&at@
With an average of 480 patrons using th.e facility each day,
there are 58 seats for adults and 8 for children. The net
effect is that people coming in to the library at the busier times of day are not always able to find a place to sit and must stand up to read.

The supervisor's office is a 96 square foot space also used for
storage of supplies and for a shared staff typing station. The staff workroom, shared by 7 FTE, is 163 square feet, has 4 back-to-back workstations, and is also used for limited storage on open shelves, for delivery and processing of mail and materials, and as a staff lounge.
Special Purpose Units:
There is no space for any of the following special resources or services: -Public microform readers or reader printers. -CD ROM stations. -Literacy tutoring. -Genealogy or local history resources. -Media and graphic arts production. -Public access computer or typing stations.
Meeting Room Seatingz
The meeting room was recently converted into a children's room to allow for expansion of book and audiovisual collec- tions. With this conversion, the entire library system no longer has any public meeting room space.

Friends and analyzed by SANDAG. Library Building Review Cormnittee formed
in 1989 (3 citizens plus representatives from the library, Friends, Library Board, Planning Commission, City Council, City Arts, and city management). Conanittee has met 11 times through 5/91 to select a design team and to review all phases of site, parking, exterior design, and interior space planning. Arts Committee formed in 1990 (representing library, Arts Office, Arts Associates, and Library Board) to select artists to work with design team and to develop public art component for the library. aocio-aonomic conaidcrationx Carl&ad is one of the most rapidly growing cities in the state. Since 1967 ghen the current main library opened, the population grew by 385% (about 13,000 to 63,000.) The city is expected to continue an above average rate of growth to build-out, when the population will reach 135,000. Geographically, 3arlsbad is roughly 10 miles long by 4 miles wide. The city divides from
?orth to south into three broad zones: the northern third features the older *art of the city, the downtown area, and a concentration of Hispanics and senior citizens. The middle third is largely devoted to business and high- tech industrial development. The lower third of the comity contains the ?ewer and most rapidly growing residential areas. The planned library will lo situated in the geographic center of this area. 'The industrial area contains some 3,000 acres zoned for light and general industry and has six major busi- ness parks clustered around the airport. Employment in Carlsbad reflects thi: strong industrial component, with 25% of all jobs in light manufacturing.

people tend to be heavy library users and have sophisticated informational ?eeds. On the other hand, Carl&ad has a large and rapidly growing Hispanic Fpulation (91% increase in the past eight years vs 66% increase for the
overall population.) Surveys of Hispanics done for the library's PFC needs assessment indicate that this is a young population (60% under age 30) rostly
nale (57%) less educated (40% with six years or less of school) and poorer
(45% of household incomes under $10,000.) The new facility will allow the
Library to develop resources to serve the business community and users of new information delivery systems. It will also accorrunodate collections relocated from the current main library, providing library space in the north end of town to meet the needs of Hispanics and the elderly.

Describe how the proposed project will respond to changing concepts in public library sewice:
The basic reason for building the new Car&bad City Library is to provide adequate
space for a rapidly expanding population and, as set forth in the library's Mission Statement, '1.. .to respond to the interests of a diverse comity." Carl&ad's demo- graphic profile, combined with over 1,500 surveys of users, non-users, school-age children, and staff, as well as a separate Hispanic needs assessment all point to the following priorities: Larqe elderly and retired population: Basic services, such as large type, talking books, and homebound outreach are already provided and will be expanded system-wide.
In addition, space in the new library's Media Services area will be designated for a new program of taping books and articles on request onto 17/8 IPS format for use with Braille Institute supplied talking book machines. Another new program planned system- wide with the installation of new technology, will be to place an INLEX terminal at the Senior Center, providing access to the library's online catalog. Higher education and economic levels: Carl&ad has a relatively sophisticated, well educated population. These are people with more leisure time available for cultural,
recreational, and informational pursuits and are generally heavy library users (4th in
the state in per capita circulation.) Services will include a large art gallery
capable of mounting exhibits from national museums; state-of-the-art theater with
cable broadcasts of lectures and live performances; ample display space for local artists; dial-in access by home computers; and a wide range of CD-ROM resources.
Growing Hispanic population: Now 16% of the total and rapidly growing, this population
will be served temporarily by a part-time information center in city space (Carlsbad's
PFC program.) With the opening of the new library and space freed in the renovated library in northern Carlsbad, Hispanic services begun under the PFC program will be incorporated into that facility, along with expanded resources, bilingual signage, and more bilingual staff. Children: Although Carl&ad's under 14 age group is only 18% of the total, somewhat below average for San Diqo County cities, it remains a significant and important service population and was given the highest priority in the user survey out of 10
services rated. There will be a program of close cooperation with the School District
INLEX terminals and modems will be placed in those staffed libraries at the high
school, the junior high, and each elementary school so that students will have direct access to the library's online catalog. Costs will be shared between the library and the District. For the 441 children surveyed in each of Carlsbad's elementary schools,
use of books and doing research for homework were the highest priorities. To assist
children with homework, study rooms will be booked for after school and evening tutor-
ing sessions led by volunteers, mostly retired teachers. School-library cooperation
will also include providing book talks to classes of students visiting the library to
promote the series of California Literature Programs. In addition, the library's planned media production canter will host selected students in "Kids and Authors" interview sessions for broadcast on corrununity access cable TV. Special Reference Services: This was the 3rd highest priority on the user survey and ties in with Carl&ad's well-educated population and its large high tech industrial employment base. Most of the large industrial concerns located near the new library site do not have their own library resources and will increasingly turn to the library for support. Dial-in access to the library's catalog will be provided along with a full-time business librarian and online search services. Indexing and abstracting of
local newspapers and business journals will be provided on the library's data base using INSEARCH software and access to government documents will be available through
the READEX CD-ROM data base.

35 36 If the proposed project’s square footage becomes inadequate to effectively serve the population of the 37 service area within twenty years, what is the current plan to meet the library facility needs of the service area? 38 The proposed new Carl&ad City Library's square footage, coupled with the square 39 footage of the existing Cole Library in the north, will provide a combined 40 88,600 square feet. This total amount of space will serve the corrununity and 41 meet the 0.8 square foot per capita growth management standard at least through 42 the year 2000. Sometime in the 2000-2010 period an increase in total square 43 footage will be needed to keep pace with projected growth and to meet the 44 standard.
