HomeMy WebLinkAboutCarlsbad Watershed Copermittees; 2006-10-24;Carlsbad WURMP Technical Support -2006-07 Page 1 of 3 CARLSBAD WATERSHED URBAN RUNOFF MANAGEMENT PROGRAM SCOPE OF WORK – TECHNICAL SUPPORT – FY2006- 07 TASK 1 Ongoing WURMP Copermittee Coordination This task consists of coordinating the ongoing activities of the Carlsbad Watershed Copermittees including organizing and facilitating monthly WURMP meetings. Specific activities include coordinating speakers, preparing agendas and meeting minutes, and coordinating as- needed with other watershed groups such as the Carlsbad Watershed Network. Deliverables: ƒ Meeting agenda’s and summaries to document technical decisions made by WURMP Copermittees ƒ Technical materials for review and discussion TASK 2 Technical Support This task includes providing technical consultation on developing watershed activities and coordinating the implementation of these activities. This includes participation in the Regional WURMP Workgroup to develop consistent WURMP work products, such as water quality activities, and WURMP Annual Report and WURMP Update format. These work products will then be adapted for the Carlsbad Watershed. Deliverables: ƒ Standardized formats for Annual Report and WURMP Update ƒ Standardized watershed strategy development and implementation ƒ List of watershed activities to be implemented by Copermittees ƒ Technical materials for WURMP activity development and standardization TASK 3 FY 2005-06 WURMP Annual Report This task consists of coordinating the development of the FY 2005-06 WURMP Annual Report. Each section will be written by a jurisdiction within the watershed. The sections will be collected and compiled into the overall document for the Carlsbad Watershed. The specific sub-tasks of Task 2 will include: Task 3.1 Project Management Project management will consist of preparing a project schedule and coordinating submittals of the Copermittees to attain this schedule. This task will also include coordinating activities of the Watershed Copermittees, as well as with the other watersheds within the region, as necessary. Task 3.2 WURMP Annual Report Coordination This task consists of managing the development of the WURMP Annual Report. Specific tasks include communication and coordination of jurisdictions as the document is being prepared, editing report sections for consistency within the document and between other watershed documents as necessary. This task also includes coordinating the copying and delivery of the WURMP document. Deliverables: ƒ Schedule for report preparation ƒ Technical materials for review and discussion Carlsbad WURMP Technical Support -2006-07 Page 2 of 3 ƒ WURMP Annual Report outline, draft text from previous report and responsibilities for material development ƒ Technical comments on report sections prepared by Copermittees ƒ Draft WURMP Annual Report ƒ Final WURMP Annual Report TASK 4 WURMP Update This task consists of coordinating the development of the updated Carlsbad WURMP in accordance with the requirements of the Tentative NPDES Permit, Order 2006-011. As with the WURMP Annual Report, each section will be written by a jurisdiction within the watershed. The sections will be collected and compiled into the overall document for the Carlsbad Watershed. The updated WURMP is due to the RWQCB on July 1, 2007. Deliverables: ƒ Standardized WURMP update outline and draft text from original WURMP ƒ List of responsibilities for material development ƒ Technical comments on sections prepared by Copermittees to verify compliance with Order 2006-011 ƒ Draft WURMP Update Report ƒ Final WURMP Update Report The RWQCB has recently released the Tentative Investigation Order No. R9-2006-076, TMDL for Impaired Lagoons, Adjacent Beaches, and Aqua Hedionda Creek. This Tentative Investigation Order (TIO) requires responsible parties in impaired watersheds to collect the necessary data for the full development of a TMDL by the RWQCB. The data to be collected includes extensive water quality, sediment quality and flow data in the named lagoons and tributary creeks. The first task in the TIO is the development of a Monitoring Program Workplan. The Carlsbad Watershed Copermittees have determined that development of the workplan, as well future implementation of the workplan will require the services of a Professional Consultant and the associated costs should be shared amongst the responsible parties. This will require the development of a cost share agreement (likely an MOU) and a Request for Proposals (RFP). The tasks outlined in this Scope of Work are associated with the development of the MOU and RFP. TASK 5 MOU Development This task consists of coordinating the development of a Memorandum of Understanding (MOU) between the responsible parties within the Carlsbad Watershed named in the Tentative Investigation Order No. R9-2006-076, TMDL for Impaired Lagoons, Adjacent Beaches, and Aqua Hedionda Creek. The task will include coordinating the development of MOU language and cost-share formulas for preparing the required Monitoring Program Workplan. This scope assumes timely (2 weeks) review and comments on the work products discussed below. Deliverables: ƒ Meeting agenda’s and summaries to document technical decisions made by Carlsbad WURMP Copermittees and responsible parties ƒ Technical materials for review and discussion ƒ Outline and framework for MOU ƒ Draft MOU language for review by responsible parties ƒ Final MOU language Carlsbad WURMP Technical Support -2006-07 Page 3 of 3 TASK 6 Development of TMDL Monitoring Plan RFP This task consists of development of an RFP for consulting services associated with the development of the Monitoring Program Workplan. This effort will be coordinated with all responsible parties. It is assumed that the ensuing contract will be between the consultant and the City of Encinitas as the Lead Copermittee and that the RFP will be consistent with the City of Encinitas’ contracting requirements. Services associated with consultant selection will also be provided. Deliverables: ƒ Request for Proposals Carlsbad Copermittee Responsibilities This scope assumes that the Carlsbad Copermittees will be participatory in the above activities. Each jurisdiction shall assign one person to serve as the representative Carlsbad Watershed Copermittee to participate in watershed meetings, collaborate on developing watershed activities and strategies, oversee the implementation and reporting of watershed activities in their respective jurisdictions, assist with development of specified sections of the WURMP Annual Report and WURMP update, TMDL meetings, collaborate on developing the MOU and RFP, and will review and comment on work products. The Watershed Lead (Encinitas) will attend workgroup meetings, represent the Watershed at Copermittee meetings, as necessary, process the TMDL RFP, hold a pre-proposal meeting, if deemed necessary, administer the bidding and selection process, prepared the necessary public notices, administer consultant contracts, and provide copying, binding and delivery of the WURMP documents.
