Generate volunteer support. e. Encourage and assist in the development of integratc processing procedures for the preservation of open space corric and trails through the planning processes of each of the signal public agencies. f. A majority of the members of the committet shall constitute a quorum for the transaction of any business ( committee. Formal actions of the committee shall require an affirmative vote by a majority of the quorum. PLANNING ACTIVITIES 4. Trail planning activities by the various signatory 1 agencies should be coordinated with the goal of establishing a regional public trail network within North San Diego County. Particular emphasis should be placed on establishing connectioi between trail systems within the boundaries of the various sig agencies and on avoiding conflicts in trail types, uses and de where-such conflict would inconvenience or endanger the public Where feasible and consistent with public safety, easements fo major utility and transportation facilities (other than street should be made available for joint use as trails. Cities and County should consider the incorporation of trails as a transportation and recreation dption within the Circulation or appropriate elements of the agency's general plan. Each signa agency should consider the trail planning activities of the ot signatory agencies in developing trail routes within their r es pect i ve j u r i sdi ct ions. 5. Each signatory public agency agrees to refer applic proposals for major land developments to the Committee for com regarding trail program implementation as a part of the develo review process. 6. The signatory public agencies agree to coordinate regional trails planning with land use regulations while maint local land use control. FUNDING 7. The signatory public agencies will each bear their costs of implementing this memorandum of understanding. Expen for copying, document preparation, mailing or other similar co costs should be shared equally among the signatory agencies, 0 rotated between the agencies on a regular basis. 8. The committee should pursue grant or other funding support its activities. 0 0 f MISCELLANEOUS 9. This memorandum shall become effective upon the exec by any three of the public agencies which are listed in the tit hereof. Any public agency listed in the title hereof may becom signatory public agency at any time or may withdraw as a signat public agency at any time. 10. Each signatory agency shall be solely responsible fo own acts or omissions taken with respect to activities within i jurisdiction with respect to the subject matter of this memoran No signatory agency shall be liable with respect to any comment requests whether implemented or not, pertaining to trail activi of any other public agency. Where trails of one public agehcy adjoin or abut the trails or property of another public agency, liability to third persons with respect to personal injury or property damage shall be determined according to ordinary princ of law without regard to this memorandum.
