SUBJECT: PROPOSAL TO PROVIDE PROJEa IVIANAGEMENT AND UPDATE SERVICES FOR
JURISDICTIONAL RUNOFF MANAGEMENT PROGRAM UPDATES
Dear Jamie:
In response to your request, Mikhail Ogawa Engineering Inc. (MOE) is pleased to submit this
proposal to the City of Carlsbad (City) for providing Project Management and Update Services for
Jurisdictional Runoff Management Program (JRMP) Updates (Project).
It is our understanding that the City has an existing Jurisdictional Urban Runoff Management
Program document that requires updating in response to San Diego Regional Water Quality
Control Board (RWQCB) Order No. R9-2013-0001. The City would like a project manager to
manage the development, formatting and review ofthe City's updated JRMP.
MOE has worked closely with the City in the past (both individually as well as part of watershed
groups) on: successfully managing the development of documents to be submitted to the RWQCB;
delivering training presentations to various departments and planning commission, and
coordinating communication amongst various City departments and divisions. Through these
experiences, MOE has developed a rapport with the same individuals and departments that will be
responsible for delivering program sections and documents for the JRMP updates. The established
relationships allow MOE to hit the ground running and quickly coordinate the delivery of program
sections and documents.
MOE is currently assisting other Copermittees in program updates and can bring lessons learned
and where appropriate, consistent approaches and program implementation ideas from other
jurisdictions. Moreover, MOE is currently leading the development ofthe Carlsbad Water Quality
Improvement Plan (WQIP) which allows for streamlined coordination and consistency between
the WQIP and JRMP updates.

Based on our understanding of the project, the following is a proposed scope of services and fee
estimate for the Project.
I. SCOPE OF SERVICES
Based on our current understanding of the Project, MOE will provide the following professional
services for the Project:
A. Develop a schedule for final submittal of the updated JRMP to RWQCB - This
task includes upfront coordination with City staff to develop a schedule that may
or may not include City Council meetings and development of staff report(s). The
schedule will include review periods, final production and delivery to the
RWQCB.
B. Meetings with City Staff - This task includes setting up meetings and attending
meetings with various City staff to assist with individual sections of JRMP
updates, including:
i. Responding to questions regarding permit requirements;
ii. Advising City staff on appropriate content for specific sections;
iii. Assisting in development of implementation materials (where
appropriate), and;
iv. Coordinating overall delivery of program sections.
C. Review and Formatting of JRMP - This task includes the collection of all
pertinent JRMP sections from various departments and reviewing the entire
document for consistency in language, written tone, formatting and meeting the
requirements of Order R9-2013-0001. MOE will prepare revised draft
documents in MS Word "track changes" version so City staff can review
proposed changes of staff developed sections.
D. Drafting JRMP Update Sections - As necessary, MOE will draft complete or
partial JRMP update sections as directed by City staff.
E. Enforcement Response Plan - As necessary, MOE will develop a complete, or
portions ofthe. City's Enforcement Response Plan as required in Order R9-2013-
0001. City staff will determine whether MOE will develop portions or the entire
Enforcement Response Plan.
II. CLIENT FURNISHED ITEMS AND SERVICES
The following services or information will be provided by the City or its consultants:
A. Assign one person to serve as the City's project manager who has the authority to
represent the City and will serve as the point of interface for all project issues and
communications.

B. A complete description of all pertinent project information and issues, including all
unusual or critical requirements ofthe City.
C. Provide electronic versions, in original format, of pertinent Storm Water program
documents.
III. ADDITIONAL SERVICES
If requested by the City, MOE will provide the following Additional Services, beyond the services
included in Section I. Scope of Services on a task-by-task basis at the direction ofthe City:
A. Attendance to additional meetings beyond those specifically identified in Section I.
Scope of Services.
B. Any additional project related services not specifically included in Section I,
Scope of Services.
IV. FEES AND CONDITIONS
A. As the level of effort for some of the Services described in Section I. Scope of
Services, are to be determined with City staff, the sen/ices will be provided on a
time and materials basis with a not to exceed amount of $25,000.
B. The Services described in Section III. Additional Services, will be provided on an
hourly rate basis in accordance with the MOE Carlsbad Reduced Rate Schedule in
effect at the time the services are performed - a current copy is attached.

this project. If you are in agreement with the above, please provide a notice to proceed as task
authorization.

In addition, identifiable non-salary costs that are directly attributable to the project such as reproduction costs,
telephone charges, mileage, postage, etc., are billed at actual cost plus 5 percent.
Fees for litigation and expert witness services will be charged at $450.00 per hour with a 4-hour minimum per
day.
Fees for subconsultant services provided are billed at actual cost plus 5 percent to cover overhead and
administration.
