HomeMy WebLinkAboutRebuild America Partnership; 2001-07-20;RECEIVED JUN 20 2001 REBUILD AMERICA PARTNERSHIP AGREEI~&$$;~R,~~ DEPARTMENT Rebuild America is a U.S. Department of Energy (DOE) program whose mission is to build partnerships among corm-nunities, states, and the private sector to improve building perfo rmance, and to provide a gateway connecting people, resources, ideas and practices for energy solutions to community needs. Partnerships may be led by anyone and may comprise any combination of public and private organizations, and must include a representative of state or local government. DOE provides assistance, products, and services to help com.munity Partnerships plan and carry out activities that improve their community’s buildings while reducing energy consumption. BASIC PRINCIPLES OF AGREEMENT DOE and the Rebuild America Partnership agree that: Investing in our communities through improved energy efficiency in buildings is a win-win opportunity for our communities and the nation. Energy-efficient buildings reduce enera costs, increase available capital, spur economic growth, and improve working and living environments. Rebuild America provides a viable strategy to achieve these goals, through its Partnerships’ activities and through its network of business, financial, and technical experts. DOE agrees to: l Assign a Program Representative (the San Diego Regional Energy Office) who will be the point of contact for the Partnership with DOE. The Program Rep will assist the Partnership in the development and implementation of its community energy-efficiency program. l Recognize the Partnership and its activities locally, statewide and nationally. l Promote exchanges of information and provide guidance, workbooks, and reference contacts including complements-S;- DOE and other Federal, State and Local programs. Support peer exchange conferences to aid in replicating successes throughout the United States. l Support workshops on applicable energy, business, finance, and organizational topics. l Maintain a Rebuild America web site creating a single point of reference for partnership and program information, peer exchange elements, calendar of events, “toolbox” of resources, and links to various other complimentary programs. Rebuild America Program Representative (San Diego Regional Energy Office) agrees to: Lead in the formation of cornmumly partnerships that will plan, organize and carry out a significant number of building performance and energy-efficiency projects and activities. Periodically update DOE on partnership status and progress towards achieving project goals including energy savings, success stories, lessons learned, planned activities, etc., and contribute to the Rebuild America Web site. Acknowledge its participation in the Rebuild America program, using the DOE Rebuild America logo on marketing and informational materials in accordance with DOE guidelines. Participate, when possible, in Rebuild America national and regional Peer Exchange and other appropriate meetings and conferences. Assist Rebuild Partners in the San Diego Region to develop energy policies, programs and action plans to achieve the highest level of benefit from those initiatives. Rebuild America Partner agrees to: l Develop an Action Plan to will identify, plan and implement building energy- efficiency projects and activities as is feasible. l Periodically update DOE Rebuild Program Representative on partnership status and progress towards achieving project goals including energy savings, success stories, lessons learned, planned activities, etc., and contribute to the Rebuild America Web site. l Acknowledge its participation in the Rebuild America program, using the DOE Rebuild America logo on marketing and informational materials in accordance with DOE guidelines. l Participate, when possible, in Rebuild America national and regional Peer Exchange and other appropriate meetings and conferences. Who does the Partnership identify as potential “partners”? 4. What are the proposed responsibilities of these “partners”? 6. What are the Partnership’s initial goals for building performance, EE projects and activities? Square footage? Energy reduction? 7. How will building improvements fit in with local priorities? 8. How will the activities of the Partnership be supported? 5. What are the Partnership’s targeted building sectors? 9.
